Program Summary:

Project HOPE is providing humanitarian assistance to the hurricane Melissa affected population in Jamaica. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships.

This role is offered as a consultancy position. This Consultant role will be based in Jamaica. Local Nationals only. The selected consultant will work under a short-term contract to deliver specific outputs outlined as follows

 

POSITION OVERVIEW:

Under the direction of the Logistics Coordinator, the Logistics Assistant will support the Logistics Team and emergency team in managing the logistics activities within Jamaica. This includes procurement, warehousing, premise & fleet management. The Logistics Assistant will be responsible to ensure the proper logistics, distribution, and delivery of supplies to beneficiaries, partners, and health facilities according to Project HOPE’s Logistics policies and procedures.

 

PRINCIPAL RESPONSIBILITIES

The purpose of a Logistic assistant is to assist in the day-to-day implementation of the logistic function’s responsibility including:

  • Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of supplies to designated locations.
  • Support timely ordering and delivery of commodities and supplies to authorized partners and destinations.
  • Support management of logistics vendors’ contracting activities including performance monitoring and measurement.
  • Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
  • Contribute to budget preparation, monitoring and revision for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
  • Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary.
  • Support operational pipeline analyses, assessments and operational planning for all delivery modalities.
  • Collect and compile data, produce and/or contribute to reports and ensure information accuracy in systems.
  • Liaise with internal and limited number of external stakeholders to support efficient logistics operations management.
  • Assisting the Logistics Coordinator with the checkup and supervision of the proper functioning of the computers and other communication and IT equipment, in order to ensure a continuous and appropriate flow of information and communication; 
  • Assisting with repair and maintenance of generators and power back-up systems as well as cold chain equipment, water pumps and other technical equipment used or stocked in capital and informing the Logistic Coordinator in case of any further needs concerning technical equipment, in order to have everything running adequately; 
  • Supporting the LogCo in the planning and ensuring an appropriate emergency preparedness and response capacity (stocks, contacts, transport means, staff training), and participating in any emergency activity or exploratory visit, in order to ensure giving appropriate assistance to the population; 
  • Informing the Logistics Coordinator in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will ease decision-making. 
  • Other duties as assigned.

 

MINIMUM QUALIFICATIONS:

  • Academic degree in logistics or relevant field experience (desired).
  • Certification in Humanitarian Logistic Supply Chain a plus.
  • Minium of 2+ years’ experience in humanitarian logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, etc.), fleet management and asset management, and distribution support.
  • Proven strong technical capacity building expertise and experience with working with partners.
  • Some record of experience with donor (especially, WHO, UNFPA, UNICEF, etc. specific procedures) is preferred.
  • Strong organizational and problem-solving skills with analytic approach.
  • Strong interpersonal and communication skills.
  • Ability to work in harsh conditions, often in remote areas.
  • Proficiency with MS Word and Excel (minimum requirements).
  • Fluency in English.

 

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Consultants should be able to work in an office setting, communicate effectively, and travel as needed. Assignments may include field or emergency deployments in austere or hardship environments. Typical office noise is minimal, and travel may involve air or other modes of transportation.
