The Medical Director oversees hospital medical staff, ensures high-quality and ethical patient care, establishes clinical protocols, manages performance, and coordinates secondary care services with community facilities.

 

Job Description

The Medical Director will be responsible for ensuring that all patients (in-patients, out-patients and new patients presenting themselves) receive a high quality of medical care and the continuous provision of such care whilst at the Hospital. The officer is responsible for ensuring the provision of appropriately qualified medical officers, consistent with the requirements of the Medical Board of Trinidad and Tobago, the management of such officers and the quality of care delivered by them whilst they are employed at the institution. The Medical Director is responsible for ensuring that the highest level of ethical and professional standards are practiced by medical officers at the facility.  

The officer would be required to implement appropriate performance management systems, establish appropriate clinical procedures and protocols, and take appropriate action as necessary to ensure the highest quality of medical care is always provided to patients. The Medical Director will liaise with the Director of Health and Primary Care Teams to assign medical officers from the Hospital to provide secondary clinical services in SWRHAs community facilities.

The Authority reserves the right to assign the officer to any Facility under its management.


Key and Critical Responsibilities

  • Assists the Director of Health to achieve the strategic goals and operational objectives of the Authority
  • Participates in the recruitment of medical staff.
  • Ensures orientation (in collaboration with the Human Resources Department) of new medical staff.
  • Ensures that all staff are appropriately qualified and registered in their areas of specialty.
  • Ensures appropriate distribution of manpower resources to provide efficient and quality service in each clinical area.
  • Reviews on a quarterly basis the performance of Clinical Department heads, Specialist Medical Officers and Registrars to ensure that existing practice and outcomes are in keeping with international standards
  • Ensures that all medical officers adhere to the terms and conditions of employment with the SWRHA as well as the RHA Conduct Regulations.
  • Ensures that officers adhere to established policies and procedures of the Human Resources Department.
  • Carries out/participates in quarterly Performance Appraisals for all Clinical Heads of Department and Specialist Medical Officers 
  • Identifies ongoing specialist training needs for staff
  • Collaborates with Clinical Department Heads on an ongoing basis to address all issues relating to the provision and performance of the departments services.
  • Liaises with Clinical Department Heads to ensure, periodic auditing of the departments performance, review clinical issues, plans departmental improvements and engages in research relevant to future planning
  • Ensures that the rostering of medical officers in each clinical department is done on a timely basis and copies of all such rosters are immediately forwarded to the offices of the Director of Health, the Nursing Manager and the Chief Executive Officer.
  • Reviews all requests for resources and for external clinical assistance before forwarding to the Director of Health.
  • Monitors the provision of all clinical services on a daily basis and takes appropriate action as necessary to ensure their continuous provision.
  • Advises on improvements to existing services and on the introduction of new services
  • Provides quarterly reports on the performance of all clinical areas
  • Ensures adherence to protocols for admission/discharge/transfer of patients consistent with National Policy
  • Ensures that established policies and protocols for clinical care are adhered to
  • Reviews existing protocols for clinical care and make recommendations for change if necessary
  • Consults daily with Nurse Manager and Manager Hospital Administration to ensure that all issues pertinent to the provision of clinical services are addressed.
  • Liaises with other General Managers and Managers to ensure that support services are provided at a satisfactory level
  • Reports to the Director of Health immediately any adverse incident/activity that affect the performance of clinical services
  • Establishes relationships and liaises with persons responsible in this and other regions for clinical services with a view to ensuring transfer of patients, sharing of services and collaborating on cross regional issues.
  • Attends and participates at SWRHAs Executive Team Meetings and other meetings as determined by the Director of Health and Chief Executive Officer
  • Holds monthly review meetings with all clinical heads 
  • Holds mortality/morbidity review meetings on a monthly basis with appropriate clinical heads and as necessary
  • Assists the Executive Management Team in preparation of Annual Budgets and Strategic Plans for the Authority
  • Ensures adherence to IPC practices.
  • Ensures the Hospital Emergency evacuation plans are current and is disseminated.

 

Key Competencies

  • A post graduate degree in a clinical discipline
  • At least seven (7) years at the level of Specialist Medical Officer in a Health Care Institution
  • Evidence of training and experience in management
  • Current full specialist registration with the Medical Board of Trinidad and Tobago
