The incumbent provides technical review of energy efficiency and renewable energy projects, evaluates bids and audits, ensures compliance with standards, and supports stakeholder engagement and capacity building.

 

JOB PURPOSE

Under the leadership of the Head, Environmental Sustainability Division (ESD), and with supervision from the Programme Director for Sustainable Energy, the Renewable Energy and Energy Efficiency Specialist will apply his/her expertise for the implementation of the Project’s technical requirements.

 

KEY DUTIES

  • Reviews and provides technical inputs to the bidding documents for the selection of Investment Grade Audits consultants, as well as the Design, Supply and Installation contractor for the implementation of EEM and DPV systems in public buildings and facilities, including water pumping stations and Monitoring and Verification consultants.
  • Supports the review, selection and short listing of subprojects that comply with the eligibility criteria for inclusion under the project.
  • Participates in bid evaluations, together with the technical Officers from the National PIUs and Caribbean Centre for Renewable Energy & Energy Efficiency, CCREEE, to ensure that bids conform to the technical specifications in the bidding documents.
  • Works closely with the Monitoring and Evaluation Officer for the monitoring of results indicators including the achieved energy savings,
  • Provides technical advice on the compliance of, inter-alia, applicable regulations, regional and local energy building codes (CREBEC 2018), standards and technologies.
  • Requests as needed support from the CCREEE, the World Bank, external consultants, contractors and other stakeholders to ensure that the overall technical issues are appropriately managed.
  • Coordinates externally with the EE and RE Officers of all the National PIUs as well as with the CCREEE Technical Experts and the World Bank energy specialists,
  • Coordinates with project contractors (such as audit consultants, DSI contractors) and provides technical guidance to ensure timely delivery of services.
  • Reviews Investment Grade Audits, IGA reports including soundness of proposed technical designs and their compliance with the Project’s selection criteria; and local, regional and international standards, as specified in the TORs.
  • Reviews that the results of the IGA comply with the guidelines established in the Project Operation Manual (POM). 
  • Reviews and analyzes the proposed EE measures, the energy saving estimations and the estimated cost of measures implementation to ensure the proposed solutions are justified, reasonable and comply with what is established in the current version of the Project Operation Manual (POM).
  • Reviews the detailed design and technical specifications of DPV and battery storage systems.
  • Supports  the storage and maintenance of updated project documents and files
  • Supports the implementation of capacity building and training for energy efficiency and distributed renewable energy under the project.
  • Assist in developing effective communication strategies for the project activities.
  • Supports effective engagement with beneficiaries, project stakeholders, and relevant audiences to advance the objectives of the project.
  • Provides inputs and support for the analysis and review of energy efficiency and distributed renewable energy policy and regulations in beneficiary countries.
  • Represents the project and the OECS Commission at national, regional, and international meetings/fora that are aligned with project.
  • Perform any other related duties as may be assigned/approved by the Head of unit, including working collaboratively with the broader OECS Commission to ensure linkages with work under the broader Sustainable Energy Programme.

 

TERMS OF APPOINTMENT

  • Bachelor's degree in Renewable Energy, Energy Management, Engineering, Natural Resources, Environmental Management, or related field of study.
  • Preference to candidates with Master’s degree in Renewable Energy, Energy Management, Engineering, Natural Resources, Environmental Management, or a related field of study.
  • At least eight (8) years of technical experience in energy related projects.
  • A minimum of five (5) years proven regional experience (in Caribbean) on energy efficiency retrofits and distributed RE projects.
  • At least three (3) years of proven experience in successfully managing World Bank or International donor-funded projects in relevant fields.
  • Demonstrated ability to work with multiple stakeholders including building managers, building professionals contractors and communities.
  • A technical qualification in solar photovoltaic systems, e.g. NABCEP would be an asset.
  • An EE Certifications such as AEE Certified Energy Manager or AEE Certified Energy Auditor would be an asset.

JOB LOCATION

The OECS Commission is headquartered in Castries, Saint Lucia. The position of  Renewable Energy and Energy Efficiency Specialist is stationed at the OECS Commission headquarters.
