Program Summary:

Project HOPE is providing humanitarian assistance to the hurricane Melissa affected population in Jamaica. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships.   

 

POSITION OVERVIEW:

The primary responsibility of the Security Coordinator is the management of security of staff and program S/he conducts initial and ongoing Security Risk Assessment (SRA) and builds relations with local security agencies and personnel. The Security Coordinator provides assistance to the Emergency Response Team on all issues of safety and security as they relate to staff and programs in the country. The Security Coordinator oversees daily security management and manages National Security staff or contractors as well as trains and mentors Security Focal Points.  The Security Coordinator will monitor and assess security conditions and makes recommendations as appropriate. 

This role is offered as a consultancy position. This Consultant role will be based in Jamaica. Local Nationals only. The selected consultant will work under a short-term contract to deliver specific outputs outlined as follows:

 

PRINCIPAL RESPONSIBILITIES

  • To perform this role successfully, an individual must be able to perform each essential duty with satisfactory results with or without reasonable accommodation. The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Conduct regular security risk assessments of all offices to identify potential threats and vulnerabilities. Create action plans to mitigate identified risks and ensure their proper implementation.
  • Design, develop, and implement security strategies and management plans aligned with the organization's overall strategy. Review and update these security policies and procedures regularly to respond to the changing security situation.
  • Provide security training to staff, including security awareness, risk mitigation, and incident response. Ensure that all staff members understand the security protocols and adhere to them.
  • Manage security incidents and emergencies, coordinating responses, conducting post-incident reviews, and making necessary modifications to security protocols based on lessons learned
  • Act as a key member of the Team when required during a crisis so that safety policies and procedures are implemented
  • Liaise with other humanitarian organizations, local authorities, and security agencies to share information and coordinate on security matters. Develop and maintain effective communication systems for security management, such as incident reporting and security advisories.
  • Ensure the personal security of all staff, particularly those operating in high-risk areas. This includes overseeing travel security, implementing and managing security clearances, and providing advice on personal safety.
  • Ensure the organization's compliance with all relevant laws and regulations related to security management.
  • Develop, implement, and monitor procedures for the safekeeping of physical assets such as office buildings, equipment, and vehicles.
  • Prepare and maintain crisis management plans to ensure a quick, effective response to potential crisis. This could include evacuation plans, lockdown procedures, and contingency planning for potential disruptions to operations.
  • Provide security advice to the Country Director and other senior staff, supporting them in making informed decisions about operations and strategy.
  • Ensure weekly security reports are completed and sent to headquarters, providing timely updates of all situational and security developments including investigation of security incidents
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and standpoint with regard to internal and external actors.
  • Other duties as assigned

 

MINIMUM QUALIFICATIONS:

  • At least five (5) years of field security experience in complex and unstable environments
  • Previous experience working in NGOs
  • Emergency response experience
  • Strong interpersonal and communications skills; ability to relate to and motivate national staff effectively
  • Creativity and the ability to work with limited resources.
  • Extremely flexible with the ability to cope with stressful situations and frustrations
  • Excellent decision-making skills.
  • Must work independently under difficult conditions.
  • Advanced First Aid training
  • Ability to exercise sound judgment and make decisions independently
  • Fluency in English both written and oral.

 

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Consultants should be able to work in an office setting, communicate effectively, and travel as needed. Assignments may include field or emergency deployments in austere or hardship environments. Typical office noise is minimal, and travel may involve air or other modes of transportation.
