We are seeking a motivated professional, eager to improve the lives of the Haitian people, with qualifications in engineering, economics, or a related field, and experience in project preparation and site supervision.

 

About the position

The candidate must possess a strong understanding of the renewable energy sector and technologies. As an energy sector support consultant, you will work within the IDB's Energy Division (ENE), which is part of the Infrastructure and Energy Department (INE). This team is responsible for the planning, preparation, monitoring, and supervision of IDB energy projects in Haiti.

 

What you will do

  • Support the Bank team in monitoring projects. Ensure proactive and timely monitoring by anticipating challenges, bottlenecks and risks, and by contributing to the effective implementation of mitigation measures previously agreed with the Bank.
  • Working in close coordination with the Implementation Unit of the Ministry of Economy and Finance (MEF/UTE), the Energy Unit of the Ministry of Public Works, Transport and Communications (MTPTC), the sector regulatory authority (ANARSE), the public company EDH, contractors, private promoters and supervisory offices.
  • Conduct periodic visits and prepare detailed reports.
  • Verify project data and ensure follow-up on recommendations.
  • Assist the team in handling reported complaints or protests.
  • Plan and participate in regular meetings and provide input contributing to problem-solving and risk management.
  • Contribute to the preparation and revision of supervision plans and disbursement projections.
  • Provide additional support for any other follow-up activities related to the program.
  • Supporting the preparation of new operations in order to proactively integrate key elements of early execution and institutional strengthening.

 

What you will need

  • Academic Background : Master's degree in engineering (civil, electrical, mechanical), economics or a relevant related discipline.
  • Experience: At least five (5) years of professional experience in activities related to the construction and management of energy projects. Knowledge of photovoltaic and battery systems is highly desirable. Previous experience within multilateral organizations is an asset.
  • Languages: Fluency in French and English is required; knowledge of Creole or Spanish is an advantage.
  • Relationship with the sector in Haiti: No history of professional litigation or other type of conflict with companies or institutions in the sector in Haiti.

 

Requirements

  • Citizenship: You are a citizen of one of our 48 member countries and must be authorized to work in the location(s) of the post without the need for sponsorship.
  • Relationship: You have no family members (up to the fourth degree of consanguinity and the second degree of affinity, including spouse) working at the IDB, IDB Invest or IDB Lab.

 

Contract type and duration

  • Contract type: Full-time National Consultant (CNS).
  • Contract duration: 6 months (up to 48 months, subject to eligibility ).
  • Supervision: Jesús Tejeda, Senior Sector Specialist (INE/ENE).
  • Work location: Cap-Haïtien or Northern Department, Haiti.
  • The IDB Country Office is currently located in Cap-Haitien and Port-au-Prince. The location will need to be defined by the hiring unit in agreement with COF/CHA for office space allocation. At the present time, CNS are expected to work remotely.
