JOB PURPOSE
To monitor and record the production, storage, inventory, losses, gains and movement of prescribed good within an assigned entity or warehouse in accordance with the stipulations of the Excise Duty Act and Regulations; conduct property surveillance to maintain sterility, mitigate breaches, loss of product and loss of revenue.

KEY RESPONSIBILITY AREAS
Technical and Professional Duties
- Prevents illegal removal of spirits from the premises by:
- Patrolling the distillery premises while on duty paying special attention to:
- Locking and sealing of butts, vats, tanks and tankers except when it is necessary to open them under excise supervision;
- Ensuring that Seals affixed to pipe-line, flanges, valves, cocks and at any other point have not been tampered with but remains intact;
- Ensuring that Pipelines and connections including flanges have not been tampered with to illegally extract spirits there from and are in good condition and not leaking;
- Ensuring that Butts and tankers containing spirits, the discharge cocks, mandoors and trap doors are kept locked when not in use and that they are in good condition and not leaking;
- Ensuring that Containers (other than Butts) remain properly bunged or otherwise secured after being filled with spirits;
- Reporting immediately to the manager or the person in charge, any attempt to remove spirits from the distillery and any other incidence and breaches outside the day to day operations
- Ensuring a detailed report is communicated immediately to the excise or other inspecting officer of the full circumstances of any occurrence.
- Ensures no unauthorized person is allowed entry into the distillery or unauthorized processes are allowed and refers to the Manager or other person in charge any question of right of entry;
- Conducts scheduled surveillance exercises and prohibits unauthorized entry, product access and removal;
- Exercises the power of the officer stipulated under the Excise Duty Act and Regulation
- Inspects containers (tankers, IBC, drums, Barrels, kegs) to ensure that they are clean;
- Ensures presence during Filling, Weighing and Reducing Operations in the Registered Store;
- Witnesses and certifies all weights;
- Balances and/or checks for correctness, prior to and after weighing containers, all scales and other weighing devices by the use of test weights;
- Allows only containers on the applications (Form E17) to be introduced into Registered Stores and ensures that the containers of spirits do not leave the Registered Store unless accompanied by the relevant consignment note (Form E18);
- Records downtime with reasons for same, records repairs to machinery, butts, tanks and containers in the stipulated diary and reports all repairs to the Manager or Senior Excise Officer; ;
- Keeps recovered spirits under surveillance until investigation is conducted then returned to production;
- Ensures that all leakages and recovered reported and returns to production after investigation;
- Witnesses the daily dipping and recording of all process activities in order to stay abreast with all in-house inventories; extracts and conducts hydro metre tests and secures integrity samples
- Records all details of Still Cycle Operations from Start time to cessation and records the various products being produced (High Wine, Low wine, rums)
- Allows the dispensing of samples (pre-shipment, Laboratory Test) of distilled and other purposes, and permits Duty Free sample scale as approved;
- Supports the identification and management of risks within the organization and by extension the respective area of work;
- Performs any other related duties assigned by the Supervisor, Excise.
PERFORMANCE STANDARDS
This job is satisfactorily performed when:
- The distillery premises are patrolled according to the established guidelines;
- The illegal removal of spirit is prevented as stipulated and reported by the required time;
- The entry of unauthorized persons to the distillery is prohibited as stipulated;
- The witnessing and certification of weights are done in accordance with the policy and guidelines;
- The recording of production activities is done in accordance with the established guidelines and within the agreed timeframe;
- The receipt and transfer of spirits are recorded and monitored in accordance with the regulations;
- Written application for sample is always obtained before approval is given.
AUTHORITY TO:
- Check distillery premises, equipment and production operations;
- Prohibit unauthorized persons from entering the distillery area;
- Witness and certify weights;
- Provide approval for the dispensation of duty free spirit samples.

Qualification and Experience
- Associate Degree in Business Administration or the equivalent;
- 1-2 years related work experience.
WORKING CONDITIONS
- Factory environment;
- Exposure to high levels of stress;
- May be required to work in excess of 40hrs per week.
- Travel (30% to 40%).
