The Human Resource Officer will plan, administer and manage a range of Human Resource activities and procedures consistent with the Human Resource Policies, Regulations and the Strategic Objectives of the Southern Regional Health Authority.

 

Qualifications and Experience:

  • Associate degree in Human Resource Management/Public Administration/Public Sector Management/Management Studies; 
  • Four (4) years’ working experience as a Human Resource Practitioner in the public sector
  • Specialized training in any of the following is a definite asset: 
    • Counselling 
    • Personnel Management, Administration and Procedures 
    • Industrial Relations 
    • Conflict Management 
    • Supervisory Management

  • Knowledge of the current trends in Human Resource Management (HRM) 
  • Knowledge of Ministry of Finance & the Public Service (MOF & PS) Circulars
  • Knowledge of HR Standard Operating Procedures 
  • Performance Management Appraisal System 
  • Working knowledge of MyHR+ software 
  • Proficient in the use of relevant computer applications 

 

Key responsibilities will include:

Administrative 

  • Ensuring that the work of the Department is properly documented and stored appropriately. 
  • Verifying leave computations, staff lists, e-census and service records. 
  • Chairs or sits as a member of the staff welfare committee. 
  • Ensuring staff is informed of new and amended policies and procedures. 
  • Ensuring staff complaints are addressed in a timely and efficient manner.
  • Assisting with the preparation of the Unit’s annual budget and operational/work plan.
  • Preparing and submitting individual work plan and reports 
  • Attending and participating in meetings, training sessions and conferences 

Technical/Professional 

  • Providing guidance and advise to Heads of Departments, Managers, Supervisors and staff regarding human resource policies and procedures; 
  • Demonstrating the highest standards of ethical and moral conduct in order to promote confidence and trust in the output of the department; 
  • Processing documents for employment, appointment, acting assignments, promotions, transfers, retirement, resignations for staff and administration of benefits; 
  • Supporting the recruitment process by: 
    • Preparing advertisements to be placed internally and externally; 
    • Reviewing resumes from applicants; 
    • Shortlisting of candidates according to standards in place; 
    • Selecting interview panels 
    • Creating interview packages with relevant content; 
    • Performing the role of an interview panelist and being a part of the process to make final selections. 
    • Contacting and informing successful and unsuccessful candidates of interview outcomes.
  • Providing advice to members of staff about pensions and responds to pension queries.
  • Conducting Exit Interviews for staff separating from the service; 
  • Developing staffing plan in collaboration with the Director, Human Resource Management in order to ensure effective Human Resource practices; 
  • Evaluating and reviewing staffing needs with Director, Human Resource Management;
  • Preparing and submitting Monthly Status Reports to the Director, Human Resource Management; 
  • Preparing absenteeism and lateness reports on a quarterly basis with a view of corrective actions; 
  • Monitoring vacancies for selected groups and ensuring timely recruitment of candidates;
  • Monitoring probation periods for selected levels of staff; 
  • Assisting in the initial orientation of new staff; 
  • Ensuring performance evaluations reports are completed and reviewed to identify training needs, performance strengths and weaknesses. 
  • Assisting the Manager, Employee Relations & Wellbeing in conducting investigations when breaches occur and are reported. 
  • Investigating and reporting on salary anomalies and discrepancies. Handles queries and ensures that they are expeditiously resolved. 
  • Monitoring work permits and ensuring they are renewed on a timely basis.
  • Monitoring the status of professional licences and ensuring renewals are done.
  • Participating in the career pathing and mentoring programmes. 
  • Participating in the succession planning process. 
  • Preparing job letters as instructed. 
  • Ensuring accurate and timely submission of information for the appointment of staff.
  • Ensuring the accurate completion of relevant documents for processing of training requests including study leave. 
  • Participating in the coordination of training sessions including seminars, workshops both internally and externally. 
  • Participating in the coordination of staff functions and social events. 
  • Assisting Managers and Supervisors with the resolution of conflicts and provide counselling where necessary.
  • Establishing and maintaining effective relationships with management to gain confidence and cooperation in the delivery of human resource services; 
  • Maintaining the communication system that provides timely, consistent and accurate information and facilitates employees’ feedback. 
  • Preparing job advertisements and disseminating accordingly. 
  • Conducting site/department visits to interact with staff members and ascertain their concern. Human Resource Management 
  • Leading, prioritizing and monitoring the day-to-day operation of the Human Resource Department to ensure the effective management of all inputs, and that goals and objectives are being met; 
  • Completing performance evaluations of staff supervised; 
  • Recommending corrective actions for staff supervised.
