Under the general supervision of the Manager, Human Resource Development, the Human Resource Officer assists with identifying and analysing the Authority’s training needs; developing and implementing training programmes and workshops.

 

Qualifications and Experience:

  • Bachelor’s degree in Human Resource Management/Management or equivalent
  • Certificate in Training and Assessment or equivalent 
  • Two (2) years’ working experience in a related field; 
  • Any equivalent combination of education, training and experience

  • Knowledge of the current trends in Human Resource Development (HRD) 
  • Knowledge of Ministry of Finance & the Public Service (MOF & PS) Circulars
  • Proficient in the use of relevant computer applications 

 

Key responsibilities will include:

Administrative 

  • Assisting with the preparation of the Unit’s annual budget and operational/work plan.
  • Preparing and submitting individual work plan and reports 
  • Attending and participating in meetings, training sessions and conferences 

Technical 

  • In collaboration with the Manager, Human Resource Development, conducting training needs analysis to facilitate the preparation of the Authority’s long-term and short-term training plans. 
  • Assisting with planning and execution of training sessions/workshops. 
  • Guided by the Manager, Human Resource Development developing and updating training materials and manuals. 
  • Presenting and facilitating training of staff in areas where expertise and experience exist;
  • Assisting in ensuring that the respective study leave committees are established and the officers are trained and sensitized on the requirements/duties of the committee.
  • Coordinating the planning of study leave interviews and sensitization sessions with the respective Human Resource Managers and Training Committees. 
  • Preparing all the necessary documents and reports for study leave submission and approval.
  • Consistently monitoring and updating the study leave database and keeping the Manager, Human Resource Development, informed on completion, extension and/or termination of study leave.
  • Reviewing documents submitted for study leave and ensuring that all relevant information is submitted. 
  • Preparing study leave approval letters in keeping with established guidelines and submitting them to the Manager, Human Resource Development. 
  • Contacting officers on study leave to follow up on progress and outstanding information/documents. 
  • Planning and conducting orientation exercises for new employees, and assisting with facilitating on-the-job training. 
  • Collating information received from post-training sessions/workshops evaluation/feedback surveys and submitting to the Manager, Human Resource Development. 
  • Actively promoting training and developmental opportunities as directed by the Manager, Human Resource Development. 
  • Assisting with sensitizing staff approved for study and day release. 
  • Assisting with managing the training programmes to ensure they respond to identified needs effectively and meet quality standards; 
  • Assisting with monitoring the effectiveness of the Authority’s training plan and programmes.
  • Assisting with guiding and advising staff of training programmes, distributing circulars and memos pertaining to training and study opportunities. 
  • Assisting with liaising with various Ministries/Agencies with regard to training and development activities.
