The incumbent manages a team of Business and QA Analysts, coordinates project analysis and implementation, aligns business goals with technology solutions, and ensures high-quality ICT service delivery.

 

JOB PURPOSE

To manage and direct the activities of a team of Business Analysts and ICT Quality Assurance Analysts while working along with other TAJ staff members, external business partners and technology partners to analyse and implement varied size projects, delivering value added custom solutions to be used within TAJ; ensuring the alignment of the business goals with the technology solutions and creating documentation for internal and external users of the various applications; facilitating requirements gathering, and ensuring the delivery of high-quality ICT services and solutions that meet organizational and international standards; developing and implementing quality assurance processes to evaluate and enhance ICT systems, drive continuous improvement initiatives, and foster collaboration among cross-functional teams

KEY RESPONSIBILITY AREAS

Management and Administrative Duties 

  • Provides leadership, support and guidance to staff to ensure that the Unit is effectively managed; 
  • Participates in the development of the Operational and Work Plans with supporting budget for the Unit, ensuring that all the relevant activities to be undertaken and required resources are considered and that expenditures are made within the budgetary allocations; 
  • Ensures that staff is aware of and operates in accordance with all the relevant laws, policies, regulations and procedures; 
  • Compiles and submits requisition for office and human resources for the Section;
  • Makes request for staff to have sufficient and appropriate physical resources to undertake their duties efficiently and effectively; 
  • Maintains effective working relations with internal and external stakeholders, ensuring that the Unit provides a consistently high level of service. 

Technical and Professional Duties 

  • Utilizes structured analysis on complex and multi-tiered systems to prepare analytical documents that serve as input to coding, test plans/test cases, user manuals, training and business process documents; 
  • Coordinates and manages Systems Acceptance Testing (SAT) and Users Acceptance Testing (UAT); 
  • Participates in conducting research for the change in business needs; 
  • Prepares detailed specifications to facilitate systems design and the writing of programmes; 
  • Oversees the work of staff actively engaged in projects, prototyping, hands on analysis and solutions, requirements gathering and documentation, application design and solutions; 
  • Evaluates and documents current systems in order to identify interface points within current systems for new or modified functionality; 
  • Defines functional business requirements and develops the requirements and functional specification documents; 
  • Leads in requirement gathering sessions with the technology and business teams; 
  • Completes detailed analysis on assigned deliverables through the development lifecycle; 
  • Determines and documents design alternatives to satisfy user, business, statutory and system requirements; 
  • Conducts formal reviews of analysis deliverables and presents final solution to obtain sign off; 
  • Participates in design discussions and modifies specifications; 
  • Provides guidance and assistance to development team by troubleshooting and resolving problems;
  • Explores opportunities for enhancement and improvement of systems; 
  • Maintains broad knowledge base encompassing the evolving TAJ application product set; 
  • Provides information and explanation to users and supports functions within TAJ’s environment; 
  • Identifies, monitors and escalates high priority issues from the front line, including emerging risks to the relevant authorities; 
  • Updates and submits the Enterprise Risk Management (ERM) Sub-risk Register for the Unit; 
  • Performs any other related functions assigned by the Director, Systems ICT Development. 

Human Resource Management Duties 

  • Participates in the selection of staff for the Unit and ensures that they are aware of and adhere to the policies and procedures of the Authority; 
  • Conducts periodical reviews of supervisees in accordance with the Work Plan; 
  • Completes performance assessments and recommends appropriate training and development programmes as necessary; 
  • Initiates and participates in disciplinary proceedings relating to staff members within the Unit and implements corrective measures. 

 

PERFORMANCE STANDARDS

This job is satisfactorily performed when: 

  • Analysis of complex and multi-tiered systems is monitored within the stipulated timeframe; 
  • Value added customs solutions are provided for TAJ’s core business systems within the specified timeframe; 
  • The required specifications to facilitate systems development are prepared within the stipulated timeframe; 
  • Appropriate solutions to business problems are provided within the stipulated timeframe; 
  • Projects are completed as planned and within the stipulated timeframe; 
  • Reports prepared and submitted in keeping with established standards and agreed timelines. 

 

AUTHORITY TO:

  • Recommend procedural changes. 


REQUIRED COMPETENCES

Specific Knowledge 

  • Excellent knowledge of MS Project Excel, MS Word & Visio; 
  • Excellent knowledge of the Development Lifecycle; 
  • Excellent knowledge of management principles and practises;
  • Excellent knowledge of Tax Administration Jamaica operations, functions and Code of Conduct. 

Required Skills and Specialised Techniques

Qualification and Experience 

  • BSc in Computer Science, Management Information Systems, Business Analysis or the equivalent professional qualification; 
  • Certificate in Project Management would be an asset. 
  • Four (4) years experience in Business Analysis. 

 

WORKING CONDITIONS

  • Normal office environment; 
  • Required to work outside of normal working hours; 
  • May be required to meet strict deadlines; 
  • Travel (30%).
