To process customer service transactions (Motor Vehicle, Drivers’ Licence, Taxpayer Registration Number, etc.); verifies and approves work done by the Taxpayer Service Assistant and responds to general queries.

 

KEY OUTPUTS

  • Motor Vehicle and Drivers Licence transactions processed; 
  • Applications for Tax Compliance Certificates (TCC) processed;
  • Applications for Taxpayer Registration Number (TRN) processed;
  • Applications for Registration of General Consumption Tax processed;
  • De-Registration cases verified and approved; 
  • Floor management activities conducted; 
  • Property Tax statements prepared and issued; 
  • Deferment Certificates prepared and issued; 
  • Response to queries provided; 
  • Reports prepared and submitted. 

 

KEY RESPONSIBILITY AREAS

Technical and Professional Duties: 

  • Approves applications for the relevant motor vehicle transaction; 
  • Verifies that the information presented on the motor vehicle documents corresponds with that on the Automated Motor Vehicle System (AMVS) and approves the updated or new information to the system; 
  • Uploads, scans, authorizes, stamps and signs all relevant documents; 
  • Verifies, confirms and approves application for Tax Compliance Certificates (TCC); 
  • Approves application for the Registration of General Consumption Tax; 
  • Approves and prints Taxpayer Registration Numbers (TRN); 
  • Verifies and approves De-registration cases for closed businesses;
  • Conducts floor walking assignment as assigned to ensure smooth flow of business; 
  • Provides taxpayers with relevant and accurate information in accordance with the various tax legislations; 
  • Participates in the delivery of the Taxpayer Education programmes; 
  • Assists taxpayers in completing and submitting relevant application and Tax Returns; 
  • Responds to taxpayers’ queries; 
  • Prepares for approval, Certificate of Payment for various tax types;
  • Processes documents presented for zero-rating for approval; 
  • Assists with the conduct of surveys; 
  • Prepares and submits reports; 
  • Prepares and issues Deferment Certificates to the Taxpayer; 
  • Approves the issuance of Trade Licence Certificates; 
  • Approves and prints Drivers Licences; 
  • Supports the identification and management of risks within the organization and by extension the respective area of work; 
  • Performs any other related duties as assigned by the Senior Taxpayer Service Officer. 

 

PERFORMANCE STANDARDS

This job is satisfactorily performed when: 

  • All motor vehicle and licences transactions are processed in accordance with the relevant guidelines; 
  • Applications for Tax Compliance Certificates and Taxpayer Registration Numbers are processed in accordance with the respective guidelines; 
  • Applications for GCT registration are processed in accordance with the guidelines; 
  • Certificate of Payments for Property Tax are prepared within the specified timeframe;
  • Accurate responses are provided for queries received within the stipulated timeframe; 
  • Reports prepared and submitted in keeping with established standard and agreed timelines; 

 

AUTHORITY TO:

  • Assign and issue TRN; 
  • Sign and stamp motor vehicle Certificate of Titles; 
  • Issue Certificate of Payments for Property Tax; 
  • Create and Approve TCC.

 

REQUIRED COMPETENCIES

Specific Knowledge 

  • Comprehensive knowledge of the Automated Motor Vehicle (AMVS), Revenue Administration and Information System (RAiS), Property Tax System, Motor Vehicle Tracking System and TRN Legacy System; 
  • Working knowledge of Tax Administration Jamaica operations and functions;
  • Working knowledge of computer systems and the relevant applications;
  • Knowledge of all the relevant tax laws, regulations and guidelines; 

Required Skills and Specialised Techniques 

  • Excellent customer service. 
  • Excellent communication, interpersonal and team skills; 
  • Good analytical skills. 
  • Very good time management skill. 

Qualifications and Experiences 

  • Bachelor’s Degree in Business Administration or the equivalent qualification;
  • Three (3) years related experience. 

 

WORKING CONDITIONS

  • Normal office environment; 
  • Irregular working hours at times.
