Manager, Recruitment & Planning

KEY FUNCTIONS

• Manages the recruitment function (full life cycle recruiting from advertisement to hire) for all levels of staff.
• Manages all employee services and employment functions, such as, Appointments, contracts management, transfers, reassignments, Leave Administration and oversees staff replacements/ succession planning.
• Provides technical advice and guidance to Departmental Heads on approved Human Resource Policies and Procedures/Guidelines.
• Liaises with and provides technical guidance for Line Managers on the determination of and provision for appropriate Organizational Structures, Job Designs and Personnel Establishments.
• Ensures the effective development and maintenance of the Authority’s Staff Establishment and an effective Human Resource Information System.

MINIMUM REQUIREMENTS AND EXPERIENCE

• University Degree in Human Resource Management, Social Sciences or an equivalent accreditation
• At least five (5) years post qualification experience in a similar or related job function, three (3) of which should have been at the middle management level.
• Formal training in Organizational Theory and Behavior and Human Resource planning would be an asset.
