Key Responsibilities

Technical

  • Manages the reference and research services to satisfy the information needs of users;
  • Facilitates research visits, educational sessions and tours
  • Collaborates with other Branches to develop outreach programmes that promote Special Collections resources.
  • Facilitates identification and access to the Special Collections resources by:
    • Creating intellectual access tools such as archival finding aids and tools in compliance with current standards
    • Managing the cataloguing of resources according to international standards;
    • Maintaining systems for appropriate accessioning, classification and indexing of resources
    • Liaising with Cataloguing and Digital Resources Development Branches;
    • Producing and maintaining quality bibliographic records through strong knowledge and application of international cataloguing standards
  • Manages the research, development, and execution of Special Collections exhibitions
  • Promotes proper handling of Special Collection resources
  • Manages environmental conditions, disaster planning, and in-house preservation of special collections materials.
  • Collaborates with the Manager, Collections Development in the recommendation and selection of materials for developing the collections
  • Analyzes the current condition of special collections resources and determines appropriate preservation priorities and actions to ensure long-term storage and security
  • Develops and maintains procedure manual
  • Manages the inventory of the collection
  • Keeps abreast of current professional practices and developments, information technologies and research applicable to Special Collections resources
  • Facilitates training related to Special Collections resources for library staff
  • Monitors the reproduction of materials by:
    • Ensuring compliance with intellectual property and copyright laws
    • Ensuring compliance with the conditions for reproduction
    • Satisfying reproduction requests

Administrative

  • Reviews, recommends policies and procedures for the efficient operation of the department.
  • Prepares and monitors department work plans and budget to ensure targets are met.
  • Liaises with the Public Relations Officer to promote the services of the department. Maintains record of all items sent to the bindery for treatment or restoration
  • Submits progress reports on work-related activities and other assigned projects.
  • Monitors/purchase materials/equipment needed to restore the collection
  • Participates in the development of NLJ strategic plan
  • Prepares quarterly/annual reports
  • Represents the organization at meetings, seminars and conferences as directed
  • Monitors/edit databases to verify data
  • Certifies expense claims for the Branches and attend meetings as necessary
  • Coordinates the organization’s membership in professional associations
  • Prepares orientation programme for new members of staff/students
  • Participates in meetings pertinent to role and function Monitor the service area on the Special Collections Floor
  • Monitors the circulation desk to ensure that the persons assigned desk duties are present and effectively assisting the users.
  • Maintains proper documentation of all materials sent for repair.
  • Establish and maintain standard operating procedures for the management and direction of the special collections and personnel

Human Resource

  • Manages the welfare and development of staff in the Unit through the preparation of performance appraisals and recommendations for required training and development programmes.
  • Participate in recruitment of staff for the department.
  • Provides leadership to staff through through effective objective setting, delegation and communication. Ensures staff is aware and complies with policies of the organization.
  • Leads, prioritizes and supervises the operations of the department for the effective and efficient management of inputs, processes and resources and the achievement of the department’s goals and objectives. Provide guidance and leadership to staff.
  • Participates in the setting and evaluation of department performance standards and goals and oversees the development, review and evaluation of individual work plans.
  • Provides guidance to staff through coaching and training
  • Ensures that staff is aware of and adhere to the policies, procedures and regulations of the Unit, the NLJ and the GOJ
  • Participates in the recruitment and orientation of employees
  • Approve leave for staff in keeping with established human resource policies.
  • Recommends/administers disciplinary actions in keeping with established human resource policies.
  • Ensures that training and other needs of employees are adequately identified and addressed.

Qualification and experience

  • Bachelor of Arts Degree in Librarianship or equivalent field from an accredited tertiary institution.
  • At least five (5) years working experience as a Librarian/cataloguer of which three (3) years should be at the middle management level
  • Training in administrative principles and techniques and/or management training

 
Special conditions associated with the job

  • Exposure to dust associated with deteriorating material.
  • Exposure to chemicals from deteriorating films.
  • Moderate physical effort required involving bending and stretching
  • Required to bend/stoop, stand when performing duties.
  • Required to lift material/items used in the normal operations of duties.
