JOB PURPOSE
To develop, implement and monitor Occupational Health, Safety and Environment (OSHE) policies, regulations and guidelines for Tax Administration Jamaica in accordance with national and international standards; Provide technical advice to the TAJ Executive and other relevant authorities within TAJ.

KEY RESPONSIBILITY AREAS
Technical and Professional Duties
- Develops and implements occupational safety, health and environmental (OSHE) policy and guidelines for Tax Administration Jamaica;
- Reviews OSHE policy, procedures and standards to determine if it is in keeping with national and international standards;
- Conducts sensitization sessions to apprize employee of TAJ’s OSHE policy and guidelines;
- Develops, implements and monitors a workplace hazard analysis checklist for use by senior employee and safety wardens;
- Provides expertise and assistance in OSHE related matters to all relevant stakeholders;
- Represents the organization at various levels in different fora on matters relating to OSHE;
- Conducts risk assessment, OSHE surveys, hazard analysis and fact finding reviews of occupational safety & health issues and recommends mitigating measures where applicable;
- Monitors and investigates matters with life threatening implications and provide a report for the matter to be addressed at the highest level;
- Monitors safe workplace practices and recommends corrective action to mitigate accidents;
- Investigates all accidents, injuries resulting from accidents, incidents, illnesses and near misses and submits report to relevant stakeholders;
- Organise and plan air quality checks with approved providers, analyse reports and make recommendations from findings;
- Reviews and investigates current workplace practices and procedures and recommends changes where necessary to comply with proper health and safety guidelines;
- Conducts audits to determine worker’s compliance with recommended OSHE practices; Maintains database of occupational safety, health and environmental hazards found;
- Conducts needs analysis of OSHE resources and the current provisions within the TAJ’s budget;
- Conducts assessment of building plans and floor layouts for TAJ properties and makes recommendations to relevant stakeholder;
- Performs risk analysis following emergencies and disasters and recommends the necessary resources;
- Collaborates with Procurement Unit to design and review Terms of Reference (TOR) for OSHE service providers;
- Collaborates with stakeholders to design, implement and distribute an accident response and reporting manual and incident reporting form;
- Collaborates with the Training Section to design and develop OSHE training programs and evaluation methods and for their effective and timely delivery;
- Plans, co-ordinates and executes emergency procedure drills and simulations;
- Collaborates with the Training Section to design, develop and conduct OSHE training in hazardous materials for relevant employee;
- Conducts safety and health sensitization sessions and activities with all employees.
- Makes recommendations for TAJ’s participation in external health & safety activities/sessions.
- Supports the identification and management of risks within the organization and by extension the respective area of work;
- Performs other related duties assigned by the Director, Employee Relations.
PERFORMANCE STANDARDS
This job is satisfactorily performed when:
- The occupational health and safety policies, procedures and standards are developed and implemented in accordance with national and international standards and by the required deadline;
- OSHE reviews are conducted and the recommendations made in a timely manner;
- Hazard Mitigation plan is developed and implemented according to established standards and within agreed timeframe;
- Workplace hazard analysis activities are conducted according to stipulated format and within the specified timeframe;
- Orientation programme on occupational health, safety and environment in the workplace is developed and implemented according to stipulated format and within agreed timeframe;
- OSH sensitization programmes are developed according to stipulated format and within the agreed timeframe;
- Air quality checks done and recommendations made in accordance with national and international standards and within agreed timelines;
- Accidents (injuries), incidents, illnesses and near misses investigations done within required timeframe;
- Emergency response procedures implemented in accordance with established guidelines;
- Reports prepared and submitted in keeping with established standard and agreed timelines;
AUTHORITY TO
- Recommend budgetary allocation for OSHE programmes;
- Develop and implement OSHE policies and guidelines for TAJ;
- Recommend amendments to the OSHE policy, standards and/or procedures;
- Represent the TAJ on OSHE issues;
- Recommend approval/rejection of projected and completed works
- Recommend disciplinary action for employees who fail to adhere to the health & safety guidelines
- Recommend leave for injury and compensation for injuries/damages
REQUIRED COMPETENCIES
Specific Knowledge
- Expert knowledge of current occupational health, safety and environmental policy, principles and practices;
- Comprehensive knowledge of handling and acceptable disposal methods for dangerous goods;
- Knowledge of the functions and operations of TAJ;
- Knowledge of computer systems and the relevant application.

Qualification and Experience
- Bachelor’s Degree in Natural Sciences or equivalent qualifications;
- Post graduate Certificate or specialized training in Occupational Safety, Health and Environment Studies;
- At least three (3) years experience in a related position.
WORKING CONDITIONS
- Normal office environment
- Exposure to hazardous conditions
- Must be available to assist with the implementation of logistics for an Emergency Operation Centre (EOC) during any emergency/natural disaster;
- Travel (60-75%)
