The officer develops and manages the Ministry’s internal policy framework, coordinates policy reviews, ensures compliance with data protection requirements, and prepares reports to support corporate governance and accountability.

 

JOB PURPOSE:

Under the general direction of the Director Compliance and Quality Management, the Organizational Policy Coordinator is responsible for coordinating and supporting the development, review, approval and execution of organizational policies and related frameworks and or operational procedures through research and consultations that effectively engage stakeholders and policy owners, resulting in the advancement of the Ministry’s vision and mission. 

 

KEY RESPONSIBILITIES:

TECHNICAL/PROFESSIONAL RESPONSIBILITIES 

  • Acts as a liaison to leverage strategic information and support from all parties involved in the development of internal policies; 
  • Coordinates the effective engagement of core groups such as the Policy Committee to ensure objectives are met; 
  • Develops and implements internal policy framework and strategies;
  • Develop and maintains organizational policy review schedules;
  • Formulates the Ministry’s internal policy agenda through coordinated discussion from the Management team and other stakeholders;
  • Manages/ maintains the GoJ and Organizational policies registers;
  • Gathers all relevant information from different stakeholders to substantiate the policy positions; 
  • Administers action on complaints concerning the Ministry’s privacy policies and procedures in coordination and collaboration with other similar functions and when necessary, legal counsel; 
  • Develops an appreciation for the Data Protection Act and attending policies in the acquiring and sharing of information as part of job function; 
  • Facilitates the reviews of the Ministry’s internal policies to ensure relevance and currency;
  • Coordinates with the Ministry’s Policy Committee and policy creators and provide guidance on policy matters; 
  • Develops instruments as part of the accountability machinery and Corporate Governance Framework; 
  • Provide advice and guidance to line managers on the implementation of internal policies; 
  • Collaborate with HRMD in identifying training and coaching interventions on policy development and implementation as needed;
  • Coordinates the documentation of the Ministry’s experience in the development and implementation of internal polices (gaps identified, lessons earned, case studies etc.); 
  • Draft fact sheets related to policy priorities; 
  • Contributes to planning and execution of organizational policy-related evaluation activities; 
  • Builds alliances to promote policy collaborations across issues;
  • Keeps abreast of amendment to policies, procedures and legislation;
  • Prepares reports and presentations on findings and analysis;
  • Collaborates with other Branch heads in resolving compliance issues as they arise; 

MANAGEMENT AND HUMAN RESOURCE RESPONSIBILITIES 

  • Participates in the development of the corporate, operational and individual work plan, and annual budget to reflect the Branch’s strategic priority areas; 
  • Acts as the Secretariat for the Organizational Policy Review Committee; 
  • Ensures that there are sufficient and appropriate physical resources to undertake the operations efficiently and effectively; 
  • Maintains effective working relations with external and internal stakeholders and customers,

  • Any other related duties that may be assigned from time to time 

 

REQUIRED COMPETENCIES:

  • Expert knowledge in policy development 
  • Expert knowledge of auditing techniques and practices 
  • Good knowledge of risk management techniques and strategies
  • Sound knowledge and understanding of GOJ policies and programmes and the machinery of government 
  • Working knowledge of process improvement methodology
  • Sound knowledge of applicable laws, policies, regulation and procedures 
  • Excellent critical reasoning, quantitative and qualitative analysis skills
  • Strong environmental scanning, analysis and interpretive skills
  • Strong negotiating and persuasive presentation skills 
  • Proficiency in the use of the relevant computer applications

MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE:

  • Bachelor’s degree in Management, Public Policy Development, Business Administration, Public Administration, or equivalent qualification from a recognized tertiary institution 
  • Access to legal training would be an asset 
  • Three (3) years related work experience
