The Parish Programme Specialist plans and manages the vector control program, enforces health regulations, provides technical advice, conducts training, oversees monitoring and surveillance, and ensures compliance and reporting.

 

Job Purpose:

Under the general direction of the Deputy Chief Public Health Inspector, the Parish Programme Specialist (Vector Control) is responsible for the management of the Vector Control Programme by implementing timely pest control intervention thereby, preventing the likelihood of vector borne illnesses and their related nuisance issues in the Parish. 

 

Qualification and Experience:

  • Diploma in Public Health Inspection/B.Sc. Environmental Health 
  • Diploma in Meat & Other Foods Inspection 
  • Post-graduate training in Management/Supervisory Management 
  • Registration with the Council Professions Supplementary to Medicine 
  • Minimum of five (5) years experience working as a Public Health Inspector. 

The following qualifications will be a definite asset: 

  • BSc in Environmental Health/Environmental Management 
  • Diploma/Certificate in computing or demonstration in the use of computers (MS Word, Power Point & MS Excel) 
  • Training in Project Management 

 

Specific Knowledge/Required Skills/Competencies:

  • Knowledge of The Public Health Act (1985) and all subsidiary legislations. 
  • Knowledge of National Solid Waste Management Authority Act. 
  • Knowledge of programme planning, implementing and evaluating techniques. public health laws and regulations. 
  • Knowledge of new trends and developments in environmental health, regionally and internationally. 
  • Ability to set professional standards, motivate staff, maintain satisfactory relationships with staff, the community, and other health workers. 
  • Ability to recognize hazardous sanitation practises and implement remedial action.
  • Excellent Oral and Written Communication skills, to include the use of Information, Communication & Technology.

Key Responsibilities:

Technical 

  • Develops strategic/operational plans for the vector control programme.
  • Manages the processes associated with Vector Control.
  • Develops and implements a plan for community participation. 
  • Provides direction to staff through effective delegation and communication.
  • Manages the enforcement of the Public Health Act and requisite regulations.
  • Reviews national strategic plan for health education and implement relevant aspects.
  • Liaises with the Medical Entomologist at the National Public Health Laboratory on vector control issues. 
  • Provision of technical advice on vector control issues. 
  • Identifies, organizes and conducts training programmes for the health team.
  • Provides regular updates on current vector control issues of national, regional and international concern. 
  • Manages the monitoring of mosquitoes and other arthropods at the various developmental stages. 
  • Assists with the vector borne disease surveillance programme. 
  • Selects appropriate material, chemicals, dosage and usage rate, and equipment to maintain optimum coverage and results. 
  • Implements measures to assess efficacy of treatment. 
  • Ensures operational maps are revised and updated to include specific characteristics and features relevant to mosquitoes and other vector control operations. 
  • Implements strategies to assess mosquitoes and other vectors breeding sources; maintain an awareness of patterns and practices of these vectors which is significant to the timing of operations. 
  • Updates the operation of the vector control unit by ensuring good pest management practice is employed at all times. 
  • Conducts appraisals and recommend and/or initiate corrective action where necessary to improve performance and to achieve organizational goals. 
  • Prepares and submits reports. 
  • Conducts assessments and audits. 
  • Verifies and certifies reimbursable and other claims. 

Strategic Leadership 

  • Implements and enforces policies and standards relating to institutional public health.
  • Conducts research and recommends systems to vector control. 
  • Provides information relating to institutional health for strategic and operational plans. 

Human Resource Management 

  • Provides orientation guide and conduct training sessions in Vector Control for public health staff. 
  • Conducts training sessions for other professionals and institutional health stakeholders as required. 

Other 

  • Participates in discussions and other efforts to assist in areas relating to public health. 
  • Examines emerging trends in vector control that could impact the parish and provide feedback and recommendations accordingly. 
  • Any other duties as assigned by the Deputy Chief Public Health Inspector.
