The incumbent inspects and analyzes cases to assess compliance with tax laws and standards, identifies improvement areas, and recommends strategies to enhance performance and safeguard government revenue.

 

JOB PURPOSE

To conduct inspection, examination and analysis of selected cases within the relevant functional area (Audit, Compliance, Tax Disputes Resolution, Taxpayer Service and Education, Tax Accounts and Collections and other technical operational activities) to assess adherence to established operational standards, policies, procedures and various tax laws. The incumbent will also identify areas for improvement and recommend strategies to improve the quality of performance and protect the revenue of the Government of Jamaica (GoJ).

KEY RESPONSIBILITY AREAS

Technical and Professional Duties 

  • Examines and analyses information contained on files/cases to establish conformance with standards, policies, procedures and relevant tax laws; 
  • Scores cases reviewed using check sheets and document the results to determine quality of the work done based on the following categories: 
    • Outstanding 
    • Commendable 
    • Satisfactory 
    • Improvement Needed 
    • Unsatisfactory 
  • Acts independently or as part of a team in conducting examination and analysis of technical and complex cases; 
  • Monitors case inventory assigned
  • Conducts research/investigation on relevant legislation, policy, procedures in the course of the examination and assessment of assigned cases from the relevant functional areas (Audit, Compliance, Tax Disputes, Taxpayer Service and Education, Tax Accounts and Collections and other technical operational areas); 
  • Examines Audit, Tax Dispute and Compliance cases and identifies deviations from the SOPs and policies and makes recommendation for corrective action, safeguard the correct assessment and ensure the collection of the GoJ Revenue; in keeping with the relevant tax laws. 
  • Recommends remedial/corrective strategies that will improve the quality of the operational processes for Audits, Compliance, Tax Disputes, Taxpayer Service and Education, Tax Accounts and Collections and other technical operational areas; 
  • Accesses the relevant Taxpayer Service cases via RAiS and examines the case to identify where there are policy/procedural discrepancies to be addressed; 
  • Provides assistance in developing check sheets and other instruments used in the conducting of reviews for selected cases; 
  • Visit relevant locations to examine documents and observes processes to assess conformity with standards, policies, procedures and laws as applicable; 
  • Conducts assessment and verification of activities carried out by TAJ for ISO audit and certification process and monitors to ensure continued conformity by the organisation; 
  • Identifies and notifies the respective process owners of the non-conformities; evaluates the root cause and the effectiveness of the correction and corrective actions to safeguard the GoJ Revenue; 
  • Attends scheduled meetings with stakeholders and makes presentations as required; 
  • Prepares the Quality Review Report of reviews completed for the assigned cases and submits to the Manager Quality Review for approval and action; 
  • Prepares and submits monthly performance reports to reflect status of tasks assigned; 
  • Supports the identification of risks within the respective work area and by extension the organization; 
  • Performs other related duties assigned. 

 

PERFORMANCE STANDARDS

This job is satisfactorily performed when: 

  • Cases examined and analysed in accordance with established standards and agreed upon timelines; 
  • Inventory of cases monitored and reviews conducted within stipulated/agreed timelines and established standards; 
  • Errors identified and corrective action recommended in accordance with established policies, procedures and laws; 
  • Meetings attended and presentations made within agreed upon timelines and established standards; 
  • Reports prepared and submitted within agreed upon timelines and established standards; 

 

AUTHORITY TO:

  • Recommend amendments for quality standards and tools; 
  • Recommend changes to quality review procedures; 
  • Visit Tax Offices to examine documents; 
  • Observe relevant operations staff. 

 

REQUIRED COMPETENCIES

Specific Knowledge 

  • Excellent knowledge of all the relevant tax laws, regulations and guidelines; 
  • Excellent knowledge of audit, compliance and customer service activities and the applicable standards and techniques; 
  • Excellent knowledge of the Financial Audit and Administration (FAA) Act and accounting principles, procedures and practices; 
  • Excellent knowledge of Tax Administration Jamaica’s operations, policies and procedures; 
  • Very good knowledge of the Government of Jamaica’s Staff Orders and the Department’s Code of Conduct; 
  • Working knowledge of computer systems and the relevant applications. 

Required Skills and Specialised Techniques

  • Excellent decision-making, judgement, and analytical skills; 
  • Excellent communication, interpersonal and team building skills;
  • Very good time management skill. 

Qualification and Experience 

  • Bachelor’s Degree in Accounting/Business Management/ ACCA or equivalent qualification; 
  • Diploma in Tax Audit and Revenue Administration (TARA); 
  • Three (3) years’ work related experience in the audit field. 

 

WORKING CONDITIONS

  • Normal office environment; 
  • Travel (25% - 35%).
