The Senior Certification Officer establishes and manages the Certification of Persons Programme, develops certification schemes, and ensures compliance with industry needs and international standards.

 

OBJECTIVES FOR POSITION:

The Senior Certification Officer (SCO) is responsible for the establishment of the BSJ Quality Institute’s Certification of Persons Unit (CPU) and Certification of Persons Programme. The SCO will recommend the necessary Certification Schemes and ensure its continued relevance to the Jamaican industry needs and international standards. In doing these the SCO shall: 

  • Oversee the establishment of the Programme and associated Schemes for Certification of Persons (professionals) and its ongoing operation and maintenance to ensure continuous adherence to requirements 
  • Oversee the development and maintenance of the Certification Scheme’s Management System
  • Assist with the identification, design and development of new products and service offerings in the certification process 
  • Seek to continually improve the Certification of Persons Programme 
  • Oversee the administrative activities required by the certification of persons process
  • Oversee the servicing of CPU clients 

 

MAJOR DUTIES AND RESPONSIBILITIES:

  • Identify and facilitate conduct of the required research for the establishment of the Certification of Persons Programme and agreed Certification Schemes 
  • Review draft CPU data information, reports and analyses, further finalize these and make recommendations to the BSJ Quality Institute’s Manager 
  • Ensure the Programme is developed in keeping with established international requirements and make the required reports and recommendations on these checks to the Unit’s Manager
  • Review and finalize draft criteria, TORs, guidance, procurement, policies, processes, procedures and other documentation for submission to the Unit’s Manager for information and/or approval, towards establishing committees or other infrastructural components for the Programme
  • Organize and supervise the actions for establishment of committees required to facilitate the Programme 
  • Guide and supervise the activities for establishment and maintenance of the Programme’ s management system and related documentation 
  • Identify the required promotional activities for the Programme and participate in these as required 
  • Review the process related to the determination and implementation of improvements for the CPU and make recommendations to the Unit’s Manager 
  • Utilize requests, analyses, demand reports and other sources of information to guide the research and development of new products and make recommendations to the Unit’s Manager
  • Oversee the establishment, implementation and maintenance of arrangements and actions to ensure impartiality of the CPU 
  • Oversee the establishment, implementation and maintenance of arrangements to adequately cover liability of the Certification Programme 
  • Oversee the establishment, implementation and maintenance of arrangements to ensure confidentiality of the CPU’s activities 
  • Oversee administration of special events to advance CPU activities 
  • Liaise with various private and public sector entities in relation to the establishment, promotion and maintenance of the CPU’s certification schemes and provide reports and recommendations to the Unit’s manager 
  • Oversee the effective implementation of the application, assessment and decision making processes for the Programme, as well as the suspension, withdrawal or reduction of the scope of certification and prepare reports for the Unit’s Manager 
  • Assist with the establishment of performance criteria for personnel involved in the certification Process, manage the monitoring of these personnel and provide recommendations and reports to the Unit’s Manager 
  • Participate in the establishment of performance criteria for and manage ongoing relationships with suppliers of outsourced products and services (subcontractors) and make recommendations and reports to the Unit’s Manager 
  • Participate in the conducting of risk analysis as it relates to certification objectives and recommend mitigation strategies to enhance the Programme 
  • Participate in the identification, establishment and maintenance of structures and systems required to ensure maintenance of financial, human and other infrastructural resources for the Programme 
  • Any other duties as may be assigned by the Unit’s Manager or the Senior Certification Officer 

 

UNUSUAL REQUIREMENTS/WORKING CONDITIONS:

  • A stressful working environment often created by simultaneous deadlines for various assignments. 
  • Long hours sitting at the computer. 

 

MINIMUM EDUCATIONAL REQUIREMENTS:

  • First Degree in Natural Science or Science related area 
  • Business Management or Administration certification would be an asset
  • Training in management system establishment and maintenance 
  • Proficient in Microsoft Office Suite

 

EXPERIENCE:

  • Five (5) years’ experience in management systems, including certification and auditing
  • Two (2) years’ experience in business management/administration
