Monitors financial market infrastructures to detect anomalies, ensure timely settlements, maintain CSD integrity, support security issuances, audit SandDollar transactions, and review policies to mitigate risks and uphold international standards.

 

CORE FUNCTIONS:

  • Monitor transaction volumes and values across financial market infrastructures (The Bahamas Government Securities Depository, Real Time Gross Settlement System, and SandDollar Digital Currency) to identify trends, patterns and or anomalies that deviate from expected activity. This includes investigating, documenting, and reporting of these activities to management.
  • Conduct scheduled review and benchmarking of financial market infrastructures policies and practices in accordance with international best practices and standards to manage and mitigate any potential reputational and or legal risks or infringements.
  • Monitor the central security depository (CSD) to promote timely settlement of public debt instruments in the primary and secondary markets. Security holders’ interest and principal payments are settled monthly, as expected. Maintain the integrity of the CSD registry via data audits.
  • Assist with the creation of public security issues, International Securities Identification Numbers (ISINs), and electronic auctions. Setup and verification of Treasury and Agency debt instruments in the CSD should be completed on scheduled and ad-hoc basis, under both public and private offer conditions as instructed.
  • Conduct thorough checks and verification of SandDollar Digital Currency transactions.
  • Conduct scheduled and ad-hoc audits of systems access and user privileges to promote and maintain the security and integrity of financial market infrastructures platforms. Adjustments are to be actioned in accordance with the Bank’s user acceptance process and provided to management for approval. This gives way to providing assistance to internal and external audit exercises.

 

EDUCATION & EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Accounting, Economics, Operations, Quantitative Methods, or a related quantitative discipline.
  • Sound knowledge of AML/CFT guidelines and practices. Certifications in compliance, and or risk management is a plus.
  • Working knowledge of payment systems, the Principles of Financial Markets Infrastructure (PFMI), securities administration, and security origination, operational risk management.
  • Strong understanding of market risk components and the ability to quantitatively measure risk in a dynamic market environment.
  • Sound knowledge of market modelling techniques, including simulations and optimisation techniques.
  • Sound knowledge of banking laws, central banking (functional knowledge of financial markets). Some knowledge of retail payments, securities settlement.
  • Working knowledge of spreadsheet applications and MS Office suite of applications.
  • Three (3) years’ related or transferrable experience.
  • Good time management and organisation skills.
  • Good oral and written communication skills.
