Job Purpose

Under the direct supervision of the Supervisor, Systems Operations, the Traffic Marshal is responsible to:

  • Coordinate and monitor all import and export cargo upon entry at the scanning area, keeping with the Non-Intrusive Inspection and Security Management Branch’s operating procedures.
  • Maintains operational and occupational health, safety and environmental procedures per JCA guidelines and policies.

 

Key Responsibility Areas

Technical/Professional Responsibilities

  • Effectively communicating with the wharfinger and the truckers to maintain a smooth operational flow.
  • Liaises with the NII Duty Officer/Senior Image Analyst to identify cargo treatment as part of the NSDD programme.
  • Retrieve relevant data from wharfingers promptly for daily operations.
  • Review all documentation received from Wharfinger to ensure all information is accurate and current.
  • Coordinate and monitor the import and export containers and cargo upon entry at the scanning area.
  • Report all discrepancies, incidents, suspicious sightings, or criminal activity to the supervisor promptly.
  • Ensures that trucks traversing the portals are travelling at the recommended speed.
  • Report any congestion or traffic management capacity issues immediately to the supervisor.
  • Conducting visitor safety briefings, ensuring that the correct PPE is worn and ensuring compliance with operational and occupational health and safety protocol, especially in and around all non-intrusive inspection scanners and equipment.
  • Comply with the SOPs and policies that govern the Agency.
  • Monitor the radiation safety zone parameters to ensure safety.
  • Communicates and escorts truckers for possible rescan or secondary of the container when required to fulfil the objectives of the NSDD programme.
  • Direct vehicles at entrances/designated scan areas.
  • Stop traffic, giving way to priority movements.
  • Prepares and distributes accurate weekly, monthly, and quarterly reports to the supervisor.

  • Maintains customer service principles, standards, and measurements.

Other Responsibilities

  • Performs all other duties and functions as may be required occasionally.
  • May be required to provide witness statements, attend court proceedings, and give evidence.
  • Complies with Health & Safety Policies & Procedures.

  • Knowledge of Radiation Safety Standards and regulations
  • Complete knowledge of the industry guidelines
  • Familiarity with traffic flow and signs
  • Detailed knowledge of the policies, procedures, and controls for Customs in Jamaica.
  • Working knowledge of relevant computer applications and systems.

 

Minimum Required Education and Experience

  • Diploma/Certificate in a related field
  • 1-2 years of work experience as a Traffic Marshall or in a similar role

  • Involves working in a fast-paced environment with ongoing interactions with critical stakeholders.
  • On-call 24 hours.
  • Excellent physical agility and ability to stand for extended periods.
  • Ability to work for long hours and in extreme weather conditions.
  • Working with radioactive equipment
  • Noise, heat and dust nuisance exposure  environments.
  • Technicians may work outdoors in all-weather environments.
  • Some travel may be necessary to support equipment and system installation and troubleshoot and maintain systems or products.
  • Exposure to radiation and radioactive elements.
