Key Responsibility Areas:

Technical/Professional Responsibilities

  • Receives checked invoices, claims, bills and prepared Payment Vouchers and review for correctness of details regarding:
    • Payee.
    • Amounts payable.
    • Account codes.
    • Purpose or description of payment.
    • Authority or file reference.
  • Prepares payment vouchers and pass for certification.
  • Maintains the following registers:
    • Contract register
    • Travel Claim register
    • Rent register
    • Payment register
  • Prints cheques as required based on authorization.
  • Examine cheques printed against vouchers.
  • Balances Cheque Summary with payment vouchers.
  • Writes cheque numbers on payment vouchers and files according to established filing system.
  • Prepare bills and invoices for the deduction and payment of all withholding taxes.
  • Collates utility bills received for payments.
  • Calculate stipends for interns and part-time cleaners.
  • Upload supplier, salaries, allowances and deductions to banking system.
  • Prepare payment advisories to suppliers after payment is made.
  • Prepare journal entries.
  • Enter invoices in SAGE accounting software in Sub Ledger before and after payment is made.
  • Checks Traveling, Toll and Subsistence Claims to ensure all data is accurate, complete and valid.
  • Creates online payment batches to effect electronic payments.
  • Calculates GCT payable and inputs sum in the prescribed format and uploads them to the web porta.
  • Generates and issues tax certificates withheld for GCT, 3%, 2% and miscellaneous.
  • Prepares rental/contractual payments and updates Rental Register.
  • Send payment advisories to suppliers after payment is made.
  • Monitors all cheques and cancellation of cheques to ensure they have been properly brought to account.
  • Monitor General Ledger
  • Monitors bank accounts to ensure adequate money is available to make payment.
  • Prepares and submits reports.

 

Performance Standards

  • Number of vouchers prepared and submitted
  • Funds lodged within the timeframe stipulated by the FAA Act
  • Memorandum of registers maintained according to established procedure
  • Cheques printed within agreed timeframe
  • Calculations/payments are accurate and within stipulated timeframe
  • Invoices processed within stipulated timeframe
  • GCT Withholding Tax Certificates are generated and issued to suppliers within the required timeframe.
  • Monthly GCT Withholding Taxpayer Returns are filed within the stipulated timeframe.
  • All registers are maintained

 

Required Competencies:

  • Knowledge of the FAA Act, its regulations and procedures
  • Knowledge of government account code classification
  • Knowledge of preparation of payment vouchers, SAGE operational procedures
  • Knowledge of accounting principles and practices

Minimum Required Education and Experience

  • BSc. Degree in Accounting or Business Administration
  • ACCA Level 1 or;
  • ASc. Degree in Accounting - MIND
