JOB PURPOSE

Under the direct supervision of the Manager Transportation and Fleet Management, the Articulated Driver is responsible for the safe, efficient, and timely operation of assigned articulated vehicles for the transportation of cargo on behalf of the Agency. The incumbent ensures full compliance with the Government of Jamaica’s Motor Vehicle Policy, the Road Traffic Act, and established internal policies, while maintaining the vehicle in a roadworthy condition and upholding high standards of professionalism, customer service, and safety.

 

KEY RESPONSIBILITY AREAS

Technical/Professional Responsibilities

  • Operates assigned articulated vehicles and trailers to transport cargo from berths, airports, and warehouses to the Queen’s Warehouses, and to deliver condemned goods to designated disposal sites.
  • Drives and operates heavy combination vehicles to load, transport, and unload materials, equipment, and other items in support of Customs operations.
  • Provides transportation support for enforcement operations, ensuring detained goods are securely transported.
  • Ensure that cargo is properly loaded, secured, and protected throughout transport, in accordance with safety regulations.
  • Transports staff, goods, furniture, and equipment to Customs offices and outstations across the island.
  • Handles specialized cargo (e.g., hazardous materials, heavy machinery, or sensitive equipment) with care.
  • Assist with logistics planning, route optimization and scheduling deliveries.
  • Operates other vehicles as directed, in keeping with licensing and training levels.
  • Assists with loading and unloading goods and equipment as required.
  • Ensures all vehicle documentation (fitness, registration, insurance) is current and that copies are kept in the vehicle at all times.
  • Ensures full compliance with the Road Traffic Act and internal safety regulations, including the functionality of signals, lights, and other accessories.
  • Conducts daily pre-trip and post-trip inspections, checking oil, water, tires, and other critical systems to ensure roadworthiness.
  • Performs minor repairs and maintenance, including changing or pumping tires and replenishing fluids as necessary.
  • Reports all accidents or incidents promptly to the Police and Manager Transport and Fleet Management and submits written reports in accordance with established procedures.
  • Requests and monitors vehicle servicing and repairs, ensuring that all work is properly completed.
  • Maintains cleanliness of the assigned vehicle and ensures the safekeeping of all tools, equipment, and accessories.
  • Records and monitors fuel and oil consumption, ensuring efficiency and accountability.
  • Supervises and directs personnel assigned to assist with vehicle-related duties.
  • Updates and maintains the vehicle logbook and daily assignment record, accurately recording trips, destinations, and operational activities.
  • Prepares periodic reports on vehicle operations, usage, and condition for submission to the Manager Transport and Fleet Management.

Other Responsibilities

  • Performs all other duties and functions as may be required from time to time.
  • May be required to provide witness statements, attend court proceedings, and give evidence.

Technical

  • Expertise in safely operating large articulated vehicles, trailers, and combination vehicles under various road and weather conditions.
  • Understanding of the principles related to the enforcement of regulatory and criminal laws relevant to the role.
  • Knowledge and application of defensive driving skills and techniques and road safety best practices.
  • Working knowledge of basic motor vehicle maintenance, servicing requirements, and vehicle mechanics to ensure roadworthiness.
  • Understanding of the business, operations, and logistical requirements of Jamaica Customs to support operational effectiveness.
  • Understanding and adherence of Road Traffic Act, and compliance with all applicable legal requirement.
  • Knowledge of Government of Jamaica policies and procedures regarding motor vehicles, fleet operations, and vehicle management
     

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Completion of High School Diploma/Certificate with at least two (2) CSEC/GCE O’ Level passes.
  • At least three (3) years’ experiences in a similar position with minimal accident occurrence.
  • Possession of a General/Class C Driver’s License.
  • Articulated driver’s license (for at least 3 years), defensive driving certificate (no more than 2 yrs).
  • Demonstrate basic mechanical skills.
  • An understanding of government operations guidelines and principles in operating their assets.
