Provides technical and operational leadership on climate change and sustainability in the Dominican Republic, managing programs, advising government, coordinating financing, building capacity, and implementing climate-resilient projects.

 

What you’ll do

  • Provide operational and technical expertise and knowledge to internal clients, including sector specialists, and external clients supporting the elaboration of the Country Strategy, managing the climate change and sustainability portfolio in Dominican Republic, providing guidance to government in climate planning and policy, and ensuring efficient programming, design, monitoring, execution, and evaluation of climate and sustainability related activities in Dominican operations. 
  • Act as Project Lead in the preparation and implementation of technical cooperations in Dominican Republic and design, develop and execute climate and sustainability related technical cooperations and/or investment grants to support clients with implementation of climate change and sustainability related policy, finance, and technical solutions.
  • Engage and liaise with relevant international, national, governmental and non-governmental country institutions, or potential donors, as a point of contact to strengthen relations and ensure two-way flow of information between the IDB and these institutions and analyze country development plans and strategies, including the NDCs, to identify priorities for financial and capacity building support. Seek sources of climate financing or fund leverage and liaises with headquarters on opportunities.
  • Coordinate with the Country Office and the Climate Change Division all climate and sustainability related activities in Dominican Republic, ensuring a unified approach and alignment with Country Strategy to meet development needs and goals and enhanced technical specialized support. 
  • Partner with stakeholders within and outside the IDB Group to strengthen capacities of internal and external clients through identification of gaps, training, participating in the delivery of capacity building efforts and knowledge generation and dissemination, building understanding of climate resilience and mitigation opportunities and risks, as well as building country and institutional capacities to achieve access to climate finance to deliver low-carbon and climate-resilient development.
  • Lead and support the design and implementation of innovative approaches to attract concessional climate finance, including through grants and technical cooperations linked to internal funds, external funds, and mobilization of private sector resources to leverage both ordinary capital and private market investments.
  • Provide advisory and specialized support to Country Office management, specialists, and external clients across different sectors and thematic areas to help low-carbon and climate resilient development in Dominican Republic. 
  • Provide high-level guidance to the government in the development and implementation of NDCs.

 

What you'll need

  • Education: Master’s degree (or equivalent advanced degree) in fields relevant to the responsibilities of the role.
  • Experience: At least Between 5 and 10 years of progressive experience in project development and management; knowledge of the sector climate and sustainability issues, country and regional issues, climate policy and institutions, climate risk, climate finance, climate adaptation and resilience, climate economic risk, climate mitigation, climate finance tracking and measure GHG emissions.
  • Excellent communication, negotiation and team working skills.
  • Experience in the negotiation of high-complex projects with project teams and clients.
  • Good knowledge of the Spanish and English language, both writing and speaking
  • Language: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration

  • Staff: International staff contract, 36 months initially, renewable upon mutual agreement.
