Program Summary:

Project HOPE is providing humanitarian assistance to the hurricane Melissa affected population in Jamaica. The current response portfolio focuses on Health, Mental Health, Protection, and WASH programming through Project HOPE programs and local partnerships.

This role is offered as a consultancy position. This Consultant role will be based in Jamaica. Local Nationals only. The selected consultant will work under a short-term contract to deliver specific outputs outlined as follows 

 

POSITION OVERVIEW:

The primary responsibility of the Compliance Officer is to support all compliance activities in country office. Compliance Officer must have an innate and intuitive knowledge of the Project HOPE goals and culture, as well as applicable laws in Jamaica. The Compliance Officer is charged not just with keeping Project HOPE business dealings ethically sound and legally pristine, but with educating the entire project and instituting practices that will ensure the highest possible level of compliance. The Compliance Officer will contribute to these efforts by serving as the field team lead with the support and oversight of Project HOPE’s Global Legal and Compliance Headquarters department.

 

PRINCIPAL RESPONSIBILITIES

  • Review ways to enhance the effectiveness and efficiency of internal controls, reliability of financial reporting, compliance with applicable laws and the safeguard of assets within Project HOPE Jamaica framework.
  • Roll out the compliance framework for the Jamaica operation, which includes compliance checklists for the various processes of the organization, applicable laws and specific donor requirements.
  • Support Compliance Team in creating reports on ethics, compliance and reporting issues guidance and recommendations, to Country and Regional Management as applicable.
  • Implementing and overseeing the local hotline for reporting compliance issues, including recording all incidents in the Compliance Case management system and referring any programmatic complaints/feedback to the M&E team.
  • Identify possible risks and threats that could affect the operations of the organization in Jamaica and collaborate with different departments of Project HOPE, to provide suggestions and possible risk mitigating actions.
  • Ensure utilization and efficiency of internal control systems by using the organization´s policies to determine flaws in the systems and recommend areas of improvement.
  • Collaborate with the internal and external audit processes, follow up on the recommendations of the internal and external auditors, to ensure that the recommendations have been implemented.
  • Conduct all activities by maintaining the highest professional and ethical standards, acting in compliance with the text and spirit of the laws and national regulations.
  • Provide support, advice and recommendations for complex problem-solving situations related to compliance, and to build consensus, identify strategic priorities and directions, and ensure successful outcomes in Jamaica.
  • Other duties as assigned.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Law, Finance, Business Administration, or a related field from an accredited institution in Jamaica preferred.
  • Minimum of 3 years of experience in international development or humanitarian work, with direct experience managing compliance programs and conducting investigations.
  • Demonstrated experience in ethics, compliance, prevention of sexual exploitation and abuse (PSEA), and anti-corruption in humanitarian or emergency relief settings.
  • Strong understanding of donor compliance requirements and regulations from international institutional funders.
  • Proven ability to work effectively across diverse cultures and within geographically dispersed teams.
  • Strong cultural sensitivity and discretion when handling confidential matters.
  • Excellent communication and interpersonal skills; fluency in English required.

 

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Consultants should be able to work in an office setting, communicate effectively, and travel as needed. Assignments may include field or emergency deployments in austere or hardship environments. Typical office noise is minimal, and travel may involve air or other modes of transportation.
