To effectively lead and coordinate the implementation of justice sector reform projects and activities, enhancing the efficiency, accessibility, and fairness of the justice system, while ensuring accountability, transparency, and sustainability through strategic partnerships, donor engagement, and data-driven decision-making.
Job Purpose
Under the direction of the Senior Director, Justice Reform Implementation, the Director, Projects & Programme Management is responsible for coordinating and managing justice reform initiatives, ensuring alignment with national priorities, international best practices, and donor requirements. The role involves securing funding, overseeing programme implementation, ensuring compliance with agreements, and fostering partnerships with stakeholders to support sustainable justice sector reform.

Key Responsibility Areas:
- Develop, manage, and coordinate justice reform initiatives, ensuring alignment with the Justice Reform Implementation Division ‘s mandate, strategic objectives, and resource efficiency.
- Oversee project deliverables, ensuring timely execution within established guidelines and in compliance with donor and Ministry requirements.
- Develop and manage project budgets, ensuring that resources are allocated efficiently and that expenditures are within approved limits and in adherence to donor agreements and government policies.
- Identify and mitigate risks associated with project execution and develop mitigating strategies to address them.
- Track project progress, develop performance monitoring frameworks, and ensure data-driven decision-making.
- Prepare detailed progress and evaluation reports for the Permanent Secretary, Senior Director and associated funding agencies
- Develop technical documents to include TORs for the engagement of technical experts and manage the implementation of the associated terms and activities for the duration of each affected project.
- Foster and maintain partnerships with key stakeholders, acting as a liaison between the Ministry, donors, and justice sector partners to align initiatives with national reform priorities.
- Identify funding opportunities and develop grant proposals to secure resources for justice reform programmes.
- Organize workshops, training and awareness sessions for justice sector personnel relevant to specific projects.
- Ensure adherence to policies, guidelines, and high ethical standards in all project activities.
- Manage all confidential information received under each project or activity and ensure that the confidential information is not used for any other purpose other than those prescribed under the project.
- Complete comprehensive closing out reports for al projects, documenting lessons learned, project outcomes, and recommendations for future initiatives.
- Performs other related functions assigned from time to time by the Senior Director

Minimum Required Education and Experience
Qualifications and Experience
- Master's degree in Public Administration, Business Administration and Management, International Relations, or a related field in the Social Sciences
- Certification in Project Management (e.g., PMP, PRINCE2)
- Experience in grant writing and financial management for donor-funded projects
- 4 years of experience in program management, project management, or related roles, with at least 4 years of experience in managing donor-funded or large-scale development programs in the justice sector or a related field
- Experience in working with international organizations, donor agencies, and government institutions is highly desirable
- Proven track record of managing multi-stakeholder projects and ensuring their successful delivery, including financial management, reporting, and compliance with donor requirements
- Proficiency in the use of project management software and tools (e.g., MS Project, Jira, Trello, etc.)
- Familiarity with justice system operations and judicial workflows is highly desirable.
OR
- Bachelor's degree in Public Administration, International Relations, or a related field in the Social Sciences
- Certification in Project Management (e.g., PMP, PRINCE2) or similar is preferred
- Experience in grant writing and financial management for donor-funded projects
- 6 years of experience in program management, project coordination, or related roles, with at least 3 years of experience in managing donor-funded or large-scale development programs in the justice sector or a related field
- Experience in working with international organizations, donor agencies, and government institutions is highly desirable
- Proven track record of managing multi-stakeholder projects and ensuring their successful delivery, including financial management, reporting, and compliance with donor requirements
- Proficiency in the use of project management software and tools (e.g., MS Project, Jira, Trello, etc.)

Specific Conditions associated with the job
- Work will be conducted in an office outfitted with standard office equipment and specialized software.
- The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions.
- Extended hours may be required to meet project deadlines.
- Travel to various justice sector locations may be required.
