The MEP Engineer designs and maintains mechanical, electrical, and plumbing systems, ensures compliance with codes and sustainability goals, provides technical supervision, and supports project procurement and implementation.

 

BACKGROUND

The Ministry of Justice and Constitutional Affairs has established a Project Management and Technical Service Division with two branches, namely Project Management & Evaluation and Technical Services. The Division is responsible for the management of all projects- capital works, bilateral and multilateral projects and to provide enterprise-wide project management services. 

Under the guidance/direction of the Permanent Secretary, the Project Management and Technical Service Division is responsible for developing a framework for establishing standard measures in relation to multiple projects being undertaken by the Ministry of Justice and Constitutional Affairs. These include the development of projected charters, risk analysis, technical, governance and accountability standards and monitoring and evaluation mechanisms. 

The Mechanical, Electrical and & Plumbing Engineer is required to provide design specifications, estimates, tender evaluation reports, general work evaluation, supervision of electrical and mechanical installations and maintenance of the Ministry and its properties.

 

OBJECTIVES

The candidate seeks to ensure that the following functions are carried out:

  • Electrical and mechanical systems of the Ministry of Justice and Constitutional Affairs placed under effective maintenance arrangements; 
  • Effective inhouse design review of proposals presented by consultants;
  • Effective liaison with partner agencies to maximize the use of resources;
  • Bills of quantities prepared for works to be undertaken; 
  • Review of Bills of quantities for works to be undertaken; 
  • Design specification prepared; 
  • Evaluation of bids undertaken; 
  • Technical supervision provided; and 
  • Reports prepared. 

 

REPORTING RESPONSIBILITIES

  • The Mechanical, Electrical and Plumbing Engineer will work under the direction of the Director, Technical Services 
  • The Mechanical, Electrical and Plumbing Engineer’s services and deliverables shall be reviewed by the head of the Project Management and Technical Services Division or his or her designate 

 

PERFORMANCE INDICATORS FOR EVALUATION OF DELIVERABLES

  • Maintenance plan developed and schedules implemented 
  • Reports prepared in accordance with format and submission timeline standards
  • Bills of quantities prepared 
  • Monthly cashflow determined-design surveys and investigations conducted
  • Designs specifications prepared/reviewed and recommendations made
  • RFPs/RFQs reviewed/prepared 
  • Evaluations performed including bid/tender evaluations and building performance evaluations

 

DUTIES AND RESPONSIBILITIES

Under the general direction of the Director, Technical Services, the MEP Engineer is responsible for the design, implementation and maintenance of mechanical, electrical and plumbing systems in construction projects or facilities management. The incumbent collaborates with other members in the team to ensure that all systems are integrated properly and operate efficiently. This role ensures compliance with building codes, safety standards and sustainability goals. 

  • Develops standard for design and technical specification, investigates new MEP design concept and technical development of systems 
  • Collaborates with the leadership of the Court Administration Division relating to initiating projects, access to court facilities for inspection and maintenance
  • Prepares and reviews plans, details, design specifications and cost estimates of plumbing, ventilating, air conditioning and general piping system 
  • Provides technical advice to Architect, supervisor, inspector and contracting service provider, regarding installation and maintenance of MEP System 
  • Plans and organizes review and evaluates the work of consultants, contractors and others 
  • Conducts pre-design surveys and investigations 
  • Designs A/C, Sewage, Elevator, Electrical and Safety Systems 
  • Conducts energy efficiency assessments and recommends sustainable design solutions
  • Prepares Bills of Quantities and estimates 
  • Assists in the evaluation of tenders for equipment procurement, installation, commissioning and maintenance 
  • Prepares design specification for mechanical equipment, installation and maintenance
  • Attends meetings and site inspections 
  • Provides technical supervision of jobs during construction including periodic site inspections, attending site meetings, issuing of variation orders
  • Supports procurement services for engineering, electrical, mechanical and plumbing services 
  • Reviews RFPs/RFQs 
  • Monitors contractor’s compliance with requirement of contracts 
  • Recommends payments to contractors 
  • Investigates accidents and prepare relevant reports 
  • Develops and implementing maintenance procedures 
  • Liaise with utility companies, as needed 
  • Prepares progress, monthly and quarterly reports 
  • Works with MOJ Procurement and contracting committees to establish technical requirements for the acquisition of goods and property in accordance with Ministry of Finance and the Public Service and Government of Jamaica regulations and established procedures 
  • Performs other related duties that may be assigned from time to time 

 

SCHEDULE

This is a full-time position. The service is for a period of two years. 

 

REQUIRED EDUCATIONAL QUALIFICATION AND WORK EXPERIENCE

  • BSc. Degree in Electrical Engineering, Mechanical Engineering or related field
  • A minimum of four (4) years’ experience in Electrical or Mechanical Engineering
  • Advanced training in Project Management Certification would be an asset e.g. PMP®
  • Knowledge of Photovoltaic Systems would be an asset

  • Required to travel locally to attend conferences/meetings/workshops and to conduct local site visits;

  • Required to work beyond and outside normal working hours in meeting deadlines including weekends and public holidays;
