The Specialist will work closely with the Team Leader and thematic experts to ensure methodological rigor, high-quality analysis, and actionable findings.

 


URC is seeking an experienced Evaluation Specialist to join our multidisciplinary team supporting the evaluation of a multisectoral development program in Haiti, which focuses on food security, resilience, community-led initiatives, and local infrastructure improvements. 
 
Key Responsibilities:

  • Contribute to the design and implementation of evaluation methodologies, including mixed-methods approaches (qualitative and quantitative).
  • Lead or co-lead thematic analysis related to community development, resilience, social protection, and local service delivery.
  • Conduct fieldwork, including key informant interviews (KIIs), focus group discussions (FGDs), direct observations, and verification of project sites.
  • Assess program relevance, effectiveness, efficiency, sustainability, and impact in line with IDB evaluation standards.
  • Ensure data quality, triangulation, and ethical compliance throughout the evaluation.
  • Draft high-quality analytical sections of evaluation reports and support the synthesis of conclusions and recommendations.
  • Collaborate with local partners and ensure that evaluation activities integrate gender, youth, and social inclusion considerations.

 
Requirements:

  • Advanced degree in Evaluation, Economics, Public Policy, Social Sciences, Development Studies, or related field (Master’s preferred).
  • Minimum 7–10 years of professional experience conducting or contributing to program evaluations for donor-funded projects (IDB, World Bank, UN, USAID, or similar).
  • Proven experience with mixed-methods evaluation design, qualitative research, and/or quantitative analysis.
  • Strong familiarity with community-driven development, resilience programming, social protection, or local infrastructure projects.
  • Demonstrated ability to produce high-quality analytical reports and evidence-based findings.
  • Experience working in fragile, low-resource, or crisis-affected contexts (experience in Haiti strongly preferred).
  • Knowledge of cross-cutting themes (gender, GBV risk mitigation, environmental and social safeguards) is an asset.
  • Excellent analytical, writing, and communication skills.
  • Fluency in French required; Haitian Creole strongly preferred; English an asset.
