The incumbent plans and conducts supervisory visits, provides technical assistance on data quality, verifies stock management, and ensures quality patient care for TB/HIV programs.

 

Key Responsibilities:

  • Plan and develop, with the Regional Health Agencies (SRs), the Departmental Health Information Centers (CDAIs), and the Departmental Health Directorates, a quarterly activity plan on improving data quality, the percentage of accurate reports submitted on time, and Quality Assurance activities with the SRs and relevant partners; capacity-building sessions to address weaknesses observed during previous visits. (30%)
  • Conduct supervisory visits according to the established schedule in institutions supported by the Global Fund within the framework of TB/HIV projects (20%)
  • Verification and validation of input consumption and distribution data and triangulation of this data with programmatic data.
  • Analysis of discrepancies and monitoring of the application of corrective measures;
  • Provide the necessary technical assistance to staff involved in data quality at the supervised institutions, on the correct completion of checklists, the use of quality tools, input management, documentation and reporting, and all other tasks attached to the function.
  • Verification of quality patient care in accordance with national algorithms and protocols, both at the clinical and community levels.
  • Participate in quarterly HIV and TB stock monitoring.

Verification of tool compliance and data reporting

  • Verification of the quality of data entered and reported by health workers or peer educators;
  • Verification of the completeness of reports and records (prevention, treatment and stock);
  • Verification of the accuracy of data entered during supervision (prevention, treatment and stock);
  • Verification of data archiving (prevention, processing and storage);
  • Verification of the availability of information and training materials among health workers, peer educators and supervisors;
  • Verification of the display of the various standard or protocol documents (stock handling and management);
  • Verification of the presence of stock records for all products and materials stored in pharmacies and other storage areas;

Follow-up on recommendations with partners

  • Ensure the implementation and improvement of the monitoring and evaluation system for Quality Assurance activities.
  • Analyze monthly logistics reports for health products submitted by the SR/DDS.
  • Contribute to the implementation of a continuous data quality improvement system in conjunction with the CDAI, the Departmental Directorates and the SR
  • Facilitate reinforcement sessions on the continuous improvement of the quality of services and care and/or on the use of reporting tools;
  • Compile the problems and weaknesses encountered with the strengthening efforts made during each visit and transmit them to the capacity building department;
  • Documenting the problems and weaknesses observed to illustrate the shortcomings encountered, while respecting human rights;
  • Supporting the M&E team in programmatic data verification activities at the central offices of the SRs;

 

Required Professional Experience

  • Have a minimum of 3 years of professional experience in an NGO with at least two (2) years of experience in monitoring and evaluation of health projects, training and supervision

 

Required Education

  • A degree in social sciences or health sciences
  • A Master’s degree in public health is a plus.
  • Hold a degree in statistics or computer science.

 

Preferred Knowledge and Qualifications

  • Having completed training in HealthQual and having participated in the development and implementation of quality projects.
  • Good knowledge of the Haitian health system or at least of one of the national programs to combat HIV and Tuberculosis;
  • Initiative and the ability to analyze, synthesize and write;
  • Fluency in French and Creole is essential, English would be an asset;
  • Proficiency in using standard software applications.
  • Having the ability to use quality monitoring tools and methods: checklists, quality standards;
  • Quality standards, audit methods;
  • Knowledge of the DHIS2 / SISNU and MESI health platforms would be an asset
  • Ensure data quality through systematic data verification procedures
  • Have basic skills with computer tools (Excel, Word, PowerPoint, Internet Dashboard).
  • Being a good communicator and having good listening skills; 
  • To be organized, methodical and rigorous;
  • Ability to work under pressure
