The incumbent conducts investigations of incidents in correctional institutions, examines records, interviews involved parties, ensures compliance with laws and standards, and contributes to policy, classification, and strategic planning.

 

JOB PURPOSE

The incumbent responsible for investigating breaches and irregularities within the Correctional Services Institutions and making recommendations to ensure standards and operational procedures are adhered to in accordance with the applicable Acts, Polices, Procedures and Guidelines. 

The duties and responsibilities include but are not limited to the following: 

 

KEY RESPONSIBILITIES

  • Conducts routine and special investigations of incidents of death, escape, fighting etc. occurring within the Correctional Institutions; 
  • Examines records at correctional institutions, medical facilities etc. (e.g. log books, medical reports, post mortem examinations) in order to establish facts, detect discrepancies or breaches of laws, standards and procedures; Interviews complainants, accused persons and witnesses and prepares statements accordingly;
  • Researches relevant policies, rules, standards etc. to support findings based on investigations;
  • Investigates alleged breaches of rules and regulations based on complaints by or through the Honourable Minister, Permanent Secretary/ designate, Inmates, Correctional Institutions’ staff, the Public Defender, International Organizations, Human Rights Organizations or members of the public and makes recommendations for policy/procedural changes and or disciplinary actions as necessary;
  • Maintains case files of investigations being conducted; 
  • Conducts scheduled and unscheduled visits to correctional institutions, hospitals or other locations where Inmates are held to assess the adequacy of security systems (light, number of staff on duty and their alertness, locks on gates etc.); 
  • Participates in the assessment and reviewing of reclassification requests of Inmates in order to determine appropriate classification; 
  • Participates in Classification Committee Meeting and assists in the preparation of summary of proceedings.
  • Participates in the development of the Unit’s Strategic Business and Operational Plans;
  • Participates in the preparation of the Unit’s Annual and Quarterly Performance Reports;
  • Prepares Individual Work Plan and submits for review and approval; 
  • Conducts research and analytical activities on various issues in order to satisfy the information requirements of the Unit; 
  • Prepares technical/progress reports, briefs, responses and other documents as requested by the Director; 
  • Develops internal monitoring framework to track targets to be achieved and cases assigned;
  • Attends Hearings where inmates are charged for committing an offence; 
  • Performs other related functions assigned. 

 

MINIMUM QUALIFICATION AND EXPERIENCE

  • Bachelor’s Degree in Social Sciences or equivalent qualifications 
  • Four (4) years related work experience 

 

SPECIFIC KNOWLEDGE & SKILLS

  • Excellent report writing skills; 
  • Sound knowledge of the relevant Acts, Regulations, Policy Standards governing the management of Inmates and Correctional Institutions; 
  • Ability to take statements verbatim; 
  • Ability to conduct research to support ongoing investigations; 
  • Excellent investigative and interviewing techniques; 
  • Good knowledge of the legal system; 
  • Good knowledge of laws concerning the collection and admission of evidence; 
  • Strong knowledge of procedures involved in conducting cross-examinations and searches.

  • May be required to travel overseas;

  • Unscheduled visits to correctional facilities or other locations where Inmates are held i.e. night, day, weekends and holidays);
