The National Works Agency, an Executive Agency of the Government of Jamaica is seeking suitably qualified individuals for the position of Operations Manager.

 

QUALIFICATION AND EXPERIENCE:

  • Bachelor's degree in Technology Management, Information and Communication Technology, Business Administration, Operations Management, Urban and Regional Planning, or related field
  • At least eight (8) years relevant working experience
  • At least five (5) years of managerial experience
  • Experience in Traffic Engineering Planning and Design and/or Intelligent Transportation System (ITS)
  • Certification/training in Outside Plant Fibre Optic Cable design, installation and supervision

 

SKILL REQUIREMENTS/KEY COMPETENCIES:

  • Advanced working knowledge and experience in project management and supervision
  • Knowledge of construction and working knowledge of ITS infrastructure
  • Working knowledge of Government financial management procedure
  • Highly developed team skills
  • Possess strong organizational skills
  • Excellent oral and written communication skills
  • Good analytical and judgment skills
  • Strong deductive reasoning and interpersonal skills

 

REPORTING RELATIONSHIP:

Reports to: Director of Planning and Research

 

PRINCIPAL FUNCTIONS:

  • Manage the day to day operations of the Traffic Management Unit
  • Maintain traffic signal equipment and road safety devices in optimum condition
  • Monitor traffic flow on the road network and implement strategies to optimize traffic flow
  • Plan and implement projects to achieve stated objectives in an efficient and effective manner
  • Lead the preparation of feasibility studies, engineering documents, system requirements, specifications and related technical reports
  • Oversee the design, installation and management of traffic control equipment, communication devices and Intelligent Transportation Systems infrastructure
  • Manage fibre optic and wireless communication systems related to traffic management operations
  • Monitor project schedules, budgets and manpower requirements
  • Supervise contractors and technical teams involved in traffic infrastructure projects
  • Prepare and submit technical, operational and executive reports
  • Provide technical advice to senior management and represent the Agency at meetings and conferences
