The incumbent supports the design of a new Citizen Security System through legal analysis, stakeholder consultation, and strategic planning, culminating in proposals for a decree and implementation strategy for the Dominican Republic.

 

What you'll do

  • As part of the development of the proposal for the New Citizen Security System, the legal instrument, and the Strategic Plan for Citizen Security and Peaceful Coexistence, the following activities will be carried out:
  • Development of a work plan, methodology, and timeline aligned with the expectations of the IDB Citizen Security Division team to meet the consultancy objectives.
  • Compilation and documentary review of relevant legal material from the Citizen Security sector issued by the authorities of the Dominican Republic during at least the last 10 years. This may include laws, decrees, regulations, internal rules of entities, among others.
  • Analysis of the compiled material : identification of the relevance and consistency of existing standards, including i) verifying potential contradictions, duplications, and gaps in the regulations; ii) reviewing the hierarchical consistency between standards according to their level (e.g., constitution vs. laws). The above will serve as input for proposing the new system and designing the most appropriate legal instrument to implement it.
  • Consultation with key stakeholders in the Dominican Republic's security sector,  including planning and conducting interviews and/or meetings with representatives of entities such as the Ministry of the Interior, the National Police, the Attorney General's Office, among others, to understand their roles and activities and identify their current roles within the National Citizen Security System.
  • Preparation of an initial document review report that includes the main findings of the document review, the consultation with key stakeholders in the security sector, and the recommendations, lessons learned, and best practices identified by the international consultant for the design of the New Citizen Security System. This report will also include the proposal for the New Citizen Security System for the Dominican Republic.
  • Draft of a proposed decree (or similar legal instrument) that includes the justification, scope of the decree, the state entities involved, and the suggested wording to unify the regulations of the citizen security sector in the Dominican Republic. It is expected that the proposed legal instrument (decree) will adequately define the roles, powers, and responsibilities of the entities that should participate in the New Citizen Security System. Having a single instrument seeks to avoid regulatory dispersion and duplication of functions and facilitate the monitoring of stakeholders' responsibilities and the evaluation of the expected results of the citizen security policy. This legal tool is also aimed at creating simple operating structures that contribute to efficient management and spending on security.
  • Conduct a presentation of the initial report with the design of the New Citizen Security System and the draft legal instrument with the IDB team and representatives of the Citizen Security sector entities in the Dominican Republic. This presentation will facilitate the exchange of knowledge and the dissemination of findings, and will allow for the identification of areas for improvement and the provision of feedback to improve the proposal and the draft decree.
  • Draft proposal for the Strategic Plan for Citizen Security and Peaceful Coexistence  that will allow for the operationalization of the proposed new system. This strategic plan will integrate an analysis of the current situation, the participation of multisectoral actors, alignment with national and international regulatory frameworks, and the construction of a strategic framework with monitoring and evaluation mechanisms. In addition, this proposal will incorporate the exchange of knowledge, recommendations, best practices, and lessons learned from the analysis of international experiences in citizen security systems, prepared by the international consultant.
  • Present the draft proposal for the Strategic Plan to implement the New Citizen Security and Peaceful Coexistence System with the IDB team and representatives of the Citizen Security sector entities in the Dominican Republic.
  • Conduct other presentations and meetings necessary for the advancement and review of the consulting products. In particular, the consultant is expected to work in coordination with the international consultant who will be responsible for reviewing international experiences and literature related to the organization of Citizen Security Systems.
  • Submission of the revised version of the proposal for the New Citizen Security System, the legal instrument (decree) for its implementation, and the Strategic Plan for Citizen Security and Coexistence, incorporating comments from the IDB team and representatives of the Government of the Dominican Republic.

What you'll need

  • Education: Master's degree in Law, Jurisprudence, Government, Political Science, or other fields relevant to the consulting objectives, and ideally specialized in criminal, public, or administrative law.
  • Experience: Between 10 and 14 years of proven experience in legal analysis, regulatory reform, or institutional strengthening in the citizen security and justice sector, along with analytical and legal writing skills. Knowledge and experience working in the citizen security sector or related public institutions in the Dominican Republic. Ideally, you should also have knowledge of the security and justice sector in Latin America and the Caribbean.
  • Languages: Fluency in Spanish.

 

Requirements

  • Citizenship: You are a citizen of the Dominican Republic or a citizen of one of our 48 member countries, eligible to have valid residency or legal permission to work in the Dominican Republic without the need for sponsorship from the IDB. 
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including your spouse) who work at the IDB, IDB Invest, or IDB Lab.
