The Property Officer manages building and asset maintenance, plans procurements, oversees preventive programs, monitors projects, and prepares related documents and updates.

  • All Project contractors and consultants 
  • Contracted tradesmen 
  • Air Conditioning contractors & other maintenance related contractors 

 

 

Overview:

The incumbent is responsible and accountable for all maintenance activities relating to the physical plant of the Bureau of Standards Jamaica. This includes ensuring that asset maintenance inclusive of HVAC systems, grounds, power plants, the electrical infrastructure and renovations such as painting, carpentry and plumbing repairs to buildings are carried out in a timely and professional manner. Furthermore, this position is charged with assisting with the development, scheduling and monitoring of projects. 

 

Major Duties and Responsibilities:

Property: 

  • Schedules and executes building maintenance and inspection 
  • Plans, directs, and coordinates asset maintenance inclusive of HVAC systems, the electrical infrastructure, power plants, plumbing, grounds, and vehicles
  • Plan procurements schedules for materials and replacement parts for assets
  • Prepares short and long range plans for building and asset maintenance
  • Plans and administers asset preventive maintenance programme 

Projects: 

  • Monitors the planning and implementation of projects on behalf of the Manager, Office and Facilities Management, exercising delegated authority
  • Drafts all project documents including terms of reference, project charter, tender notice, etc, 
  • Provides scheduled project status updates. 

General: 

  • Designs/draw buildings using AutoCAD or other appropriate software
  • Procures goods and services in accordance with the Government of Jamaica guidelines
  • Prepares and directs departmental orientation for newly employed personnel
  • Prepares weekly work schedules 
  • Prepares monthly reports 
  • Undertakes all assigned duties in relation to the Quality & Environmental Management Systems unit 

 

Unusual requirements/working conditions:

  • Exposure to high voltage equipment such as the Bureau’s generator
  • Work on weekends to fast-track maintenance projects 
  • May be required to do actual field work in uncomfortable conditions. 

 

Minimum Educational Requirements:

  • Bachelor’s Degree in Mechanical, Electrical or Civil Engineering 
  • Project Management Training 

 

Experience:

At least two (2) years’ experience in the following: 

  • AutoCAD 
  • Microsoft Projects 
  • Preparing bidding documents for tender 
  • Project supervision 
  • Building construction 
  • Procuring against the Government of Jamaica Handbook of Public Sector Procurement Procedures 
  • Two (2) years supervisory experience in a similar capacity working with tradesmen and/or technicians
