The incumbent monitors financial infrastructure transactions (BGSD, RTGS, CBDC) to detect fraud and mitigate legal or reputational risks, reviews policies for compliance, and recommends improvements to reduce payment and settlement risks.

 

CORE FUNCTIONS

  • Monitor transaction volumes and values across financial market infrastructures Bahamas Government Securities Depository (BGSD), Real Time Gross Settlement System (RTGS), and Central Bank Digital Currency (CBDC) – SandDollar Digital Currency) to identify transaction fraud patterns and/or anomalies, that may expose the Bank to legal, regulatory or reputational risks. This includes investigating transaction anomalies, documenting and reporting the results to management, as well as internal and external support departments.
  • Conduct scheduled review and benchmarking of financial market infrastructure policies and practices in accordance with best international standards and, where necessary, creating and developing policies to heighten compliance around liquidity and custody arrangements.
  • Plan reviews to mitigate financial risks associated with payments and settlements transactions across the wider infrastructure including Central Securities Depository (CSD), RTGS and CBDC.
  • Monitor and review operational standards across various functional arms including CSD, RTGS and CBDC to promote compliance with operational workflows. This includes working with stakeholders to drive their compliance with legal and regulatory requirements and maintain process controls. Conduct regular reviews of the outcomes, and measure the same against the Bank’s risk framework.
  • Advance adjustments to policy and procedural recommendations to improve risk tolerances. Coordinate reviews to assess custody and credit risk of stakeholders ensuring liquidity issues. Identify each instance and distinguish steps to mitigate payments and settlement risks.

 

EDUCATION & EXPERIENCE REQUIREMENTS:

  • Master’s degree in accounting, economics, operations, quantitative methods, or a related quantitative discipline.
  • Sound knowledge of AML/CFT guidelines and practices. Certifications in compliance, or risk management are a plus.
  • Understanding of payment systems, the Principles of Financial Markets Infrastructure (PFMI), securities administration, operational risk management are a plus.
  • Strong understanding of market risk components and the ability to quantitatively measure risk in a dynamic market environment.
  • Sound knowledge of market modelling techniques, including simulations and optimisation techniques.
  • Sound knowledge of banking laws and central banking, as well as functional knowledge of financial markets. Some knowledge of retail payments and securities settlement.
  • Working knowledge of spreadsheet applications and MS Office suite of applications.
  • Strong analytical, time management and organization skills.
  • Five (5) years’ related or transferrable experience (minimum).
