The incumbent manages salary and payment processes, ensures financial compliance, supports internal controls and reporting, and oversees staff performance, development, and recruitment within the Financial Accounts Division.

 

Job Purpose:

Under the supervision of the Director, Financial Accounts, the incumbent is responsible to assist in planning, coordinating, and controlling the day-to-day activities of the Financial Accounts Unit by ensuring the necessary monitoring of the accounting functions for the payment and collection of public funds are executed in accordance with stipulated guidelines. 

 

Key Responsibilities

Technical/Professional Responsibilities

  • Receives and reviews all correspondences in respect of salary to determine complexity and course of actions;
  • Tasks team members with payment request with necessary clarification or explanation as determined or required;
  • Coordinates payment transactions through the process flow.
  • Oversees the discharge of receipt, invoice and payment batches in the Agency’s accounting software.
  • Oversees the clearing process of prepayment and advances.
  • Oversees the clearing process for aged payables and receivables.
  • Attests to the daily cash count and lodgement process for the collections of public funds.
  • Oversees the clearing of receipt batches in the Agency’s accounting software.
  • Attest payroll calculations and runs;
  • Assists in responding to queries and providing information in relation to financial accounts operations;
  • Assists in the certification of transactions as required;
  • Oversees the process of transaction identification;
  • Attests to the post payment activities and safeguard of document process;
  • Monitors adherence to standards for the maintenance of books, registers and logs;
  • Keeps current with the latest tools / techniques in Public Financial Management specifically general payment and payroll to determine new solutions will meet business / operational requirements.
  • Assists the Director, Financial Accounts in the development and implementation of internal control features to reduce or eliminates compliance risks.
  • Assists the Director, Financial Accounts in the monitoring of performance to established service standards.
  • Assist the Director, Financial Accounts in the preparation of project financial reports.    

Human Resource Responsibilities

  • Monitors and evaluates the performance of direct reports, prepares performance appraisals and recommends and/or initiates corrective action where necessary to improve performance and/or attain established personal and/or organizational goals.
  • Participates in the recruitment of staff for the Division/Unit and recommends transfer, promotion, termination and leave in accordance with established human resource policies and procedures.
  • Provides leadership and guidance to direct reports through effective planning, delegation, communication, training, mentoring and coaching.
  • Facilitates welfare and development of staff in the Division/Unit
  • Establishes and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and organization’s goals.
  • Contribute to the development and implementation succession planning framework in collaboration with the Human Resource Division through the development of procedural manuals and other duties prescribed within the framework.
  • Prepares and conducts presentations on role of Division/Unit for the Orientation programme.

  • Competent and motivated staff in place.

 

Qualifications:

  • ACCA Level 1 Certification

OR

  • B.Sc. Degree in Accounting from a recognized Tertiary Institution
  • Minimum of three (3) years’ experience

OR

  • Association of Accounting Technicians (AAT)
  • Minimum of four (4) years’ experience

OR

  • Diploma in Government Accounting
  • Minimum of Three (3) years’ experience two (2) of which must be as a supervisor or operating.  

OR

  • Any equivalent combination of qualifications and experience
