Job Purpose
Under the general direction of the Permanent Secretary the Senior Director, Justice Reform Implementation, will support the Ministry of Justice and Constitutional Affairs to advance justice reform in Jamaica. This position is essential to further MJCA goals in Jamaica through provision of technical advice and technical assistance. The Senior Director is to research, analyze, develop, and manage high-impact projects in the area of justice reform and will develop and implement the justice reform research agenda and provide strategic research-related advice to the Ministry’s management team.

Key Responsibility Areas:
Technical/Professional Responsibilities
- Researches, assesses and develops potential policy areas and projects with particular focus on justice reform.
- Coordinate and strengthen MJCA relations with local inter-governmental organizations and international partners.
- Serve as the focal point for strengthening the MJCA’s external partnerships and ensure effective coordination, information exchange and follow-up on collaborative initiatives with entities such as UNDP, FCDO, UNICEF and also local justice sector partners.
- Oversee conference, meeting logistics, interpretation, documentation and seating arrangements and protocol operations.
- Provides support for legislative agenda to advance justice reform in Jamaica
- Tracks legislation and evolving justice reform dynamics
- Plans events and logistics, executes events geared toward justice reform and modernization
- Works to expand MOJ’s network of justice partners and stakeholders
- Develops strategic plan for Justice Reform Implementation Programme
- Provides timely periodic reporting and analysis on trends, policy considerations, key topics and potential political implications of developments in the justice sector
- Drafts briefs, memos and other documents in support of justice reform policy work for the Permanent Secretary.
- Provides inputs for strategic Ministerial briefs, speeches and talking points.
- Coordinate cross-sectoral inputs on justice reform as necessary and ensure high-quality preparation for related meetings with sponsors and international donor partners.
- Provides Technical advice on Justice Reform to the Ministry’s senior management team.
- Conducts required research on justice reform in other jurisdictions and present material to the Permanent Secretary.
- Represents the Ministry at specified functions.
- Coordinates study on barriers to access to Justice.

Minimum Required Education and Experience:
- Master’s Degree in a relevant field such as, Sociology, Law, Public Policy, Management Studies, Public Administration,
- Five (5) years of relevant work experience, preferably in positions involving systemic policy reform, research, and/or project management
Continuous Professional Development
- Attend relevant training on emerging trends and practices within the field
- Network within the profession and relevant associations to keep abreast with the industry.

Specific Conditions associated with the job
- Work will be conducted in an office outfitted with standard office equipment and specialized software.
- The environment is fast paced with on-going interactions with critical stakeholders and meeting tight deadlines which will result in high degrees of pressure, on occasions.
- May be required to travel locally and overseas to attend conferences, seminars and meetings.
- Extended hours may be required to meet project deadlines
