The Senior Director leads monitoring and evaluation of public investment projects, tracking progress, identifying issues, recommending solutions, and overseeing pre-investment activities and budgets.

 

Job Purpose

Under the general direction of the Principal Director, Public Expenditure Performance Monitoring and Evaluation, the Senior Director, Project Implementation Monitoring and Evaluation is responsible for leading the monitoring and evaluation of: 

  • Public investment projects during implementation through the systematic collection, analysis and reporting of information on the progress of public investments projects (PIPs), against pre-determined targets and objectives; identifying issues that may impact project scope, quality, timeline, or budget; recommending mitigating measures; overseeing assessment/evaluation of ongoing or completed PIPs. 
  • The pre-investment activities and allocated budgetary resources related to the development of project proposals and business cases by entities within the specified Public Sector, following the approval of their project concepts by the Public Investment Management Committee (PIMC); 

 

Key Responsibilities

Technical/ Professional 

  • Leads the Public Investment Project Implementation Monitoring and Evaluation Unit in monitoring the performance of public investment projects against plans and tracking their compliance with established standards and regulations; 
  • Provides guidance to the Directors and the Project Implementation Monitoring analysts/engineers in the effective validation and use of project performance information collected from the PIMIS; 
  • Supports the Principal Director, Performance Monitoring and Evaluation in undertaking the actions necessary to promulgate and maintain results-based M&E practices in Central Government; 
  • Supports the enforcement of guidelines governing the use of the Public Investment Management Information System (PIMIS) by Specified Public Sector in the monitoring and evaluation of public investment projects to facilitate the systematic collection, analysis and use of project information; 
  • Oversees the activities of Specified Public Sector in conducting formal ex post evaluation of PIPs in order to provide an objective assessment of the impact of public investment projects;
  • Leads budget-linked assessments of public investment projects to inform the budget process and enhance budget planning, preparation and management; 
  • Oversees the organization and execution of mid-term and post-project evaluations and prepares periodic progress reports on projects with the support of relevant stakeholders.
  • Leads in the analysis of projects to determine whether the projects are on target to achieving their intended outputs, outcomes and impact; 
  • Supports Specified Public Sector in development of key performance indicators (KPIs) to enable the measurement of achievements against stated objectives; 
  • Provides technical advice on project performance that informs the budget planning, preparation and management process; 
  • Collaborates with other PEX Units in prioritizing and selecting programmes and projects and allocating Government expenditure, consistent with the National Development Agenda and in line with the medium-term fiscal management strategy; 
  • Collaborates with the Senior Director PSIP Coordination and the Budget Planning Preparation and Management Branch in the presentation of monitoring reports to key stakeholders and at quarterly PSIP and Budget review meetings; 
  • Guides the collection of reliable, credible and valid data on the performance of PIPs from the monitoring and evaluation process; 
  • Review reports from Directors and Analysts/Engineers and make recommendations (as necessary) to ensure that the required quality and standards, among others are met;
  • Oversees the interpretation of data and ensure that this data is available in a timely manner for use by stakeholders; 
  • Provides guidance on monthly cash flow and funding requirements to assist in determining monthly warrant allocations for public investment projects; 
  • Utilizes the Project Appraisal Document (PAD) produced by the PIAB for each Public Investment Project approved by the PIMC, to inform the development of Monitoring and Evaluation Framework of new PIPs; 
  • Advises the Principal Director, Performance Monitoring and Evaluation on the status of PIPs for updating of the PSIP and support the preparation of the PSIP Fiscal Policy Paper and other reporting requirements; 
  • Supports the Budget Planning Preparation and Management Branch in establishing realistic medium term expenditure ceilings for the PSIP; 
  • Oversees the monitoring of Specified Public Sector efforts at corrective actions to ensure that findings and recommendations (weaknesses and or deficiencies) to improve project performance are implemented; 
  • Identifies risks and makes recommendations for mitigation strategies and corrective actions when risks materialize; 
  • Interfaces on a continual basis with the executive office of Specified Public Sector as part of the monitoring and evaluation machinery; 
  • Reviews requests from the Specified Public Sector for changes to PIPs for impact on project budget, project milestone schedule/scope, and critical resources and advise the Principal Director, Performance Monitoring and Evaluation of recommendations to be provided to the PSIP Unit and the PIMC; 
  • Capacity building initiatives that support the effective operation of Project Management Offices in SPS entities; 
  • Ensures that mechanisms are in place to support the conduct of timely ad-hoc impact assessment, by Implementation Monitoring Analysts/Engineers and for reporting on the impact of the findings on overall project outcome. 
  • Support the preparation of the PSIP summary for the Fiscal Policy Paper;
  • Facilitates stakeholder workshops and consultations to identify weaknesses, and risks, and opportunities for improvement; 
  • Identify emerging issues/risks and their implications and propose practical solutions towards mitigation; 
  • Undertake evaluation of performance on strategic outcomes and provide detailed and reliable analysis to support decision-making and identify opportunities for improvement Represents the Unit on various committees and at meetings, workshops, and other activities, as required; 
  • Keeps abreast of industry practices and standards to ensure adherence to best practice and standards; 
  • Provides technical guidance to direct reports.

Human Resource 

  • Supports and manages the performance of direct report(s), through the transfer of skills, setting of performance targets, monitoring performance, providing feedback and recommending training and capacity building where necessary; 
  • Maintains effective working relations with external and internal stakeholders and customers, thus ensuring that the PEX Division provides a consistently high level of engagement;
  • Plans, organizes and directs the work associated with the function and resources of the Unit including the development of the corporate, operational and individual work plans, and annual budget to reflect the Unit’s strategic priority areas; 
  • Conducts periodic reviews and final annual assessment of direct report(s) in accordance with respective work plans, of supervisees, based on agreed performance assessment criteria and prepares performance reports; 
  • Convenes regular staff meetings and ad hoc meetings, as necessary to discuss job scheduling and any other issues/problems that affect the Unit’s operations so as to provide solutions to achieve the objectives. 

 

Required Knowledge, Skills and Competencies

  • Strong knowledge of Financial Administration and Audit (FAA) Act, Executive Agencies Act, the Public Bodies Management Accountability Act and accompanying Regulations
  • Strong knowledge and familiarity with the legislative, regulatory and governance framework of the Public Investment Management System; 
  • Sound knowledge of GOJ policies and programmes and the machinery of Government
  • Sound appreciation of risks identification strategies 
  • Excellent critical reasoning, quantitative and qualitative analysis skills 
  • Strong environmental scanning, analysis and interpretive skills 
  • Excellent knowledge of the methods, principles, practices and tools of project implementation;
  • Proficiency in the use of the relevant computer applications;

Minimum Required Qualification and Experience

  • Masters’ Degree in Economics, Development Studies, Business Administration, Public Sector Management. Project Management or related field. 
  • Six (6) years’ work experience at a senior level (with 3 of the 6 years in monitoring and evaluation) 
  • Certification in monitoring and evaluation 

OR 

  • Bachelors’ Degree in Economics, Development Studies, Business Administration, Public Sector Management. Project Management or related field. 
  • Eight (8) years’ work experience at a senior level (with 5 of the 8 years in monitoring and evaluation) 
  • Certification in monitoring and evaluation.
