Special Projects Officer

KEY FUNCTIONS

• Monitors and evaluates the implementation of departmental plans and procedures re: service delivery.
• Collects data in order to generate statistical and operational report.
• Develops CapEx project scopes, business cases, feasibility studies, and Terms of Reference (TORs).
• Manages PSIP projects from planning through completion, ensuring delivery within scope, budget, and schedule.
• Prepares and monitors capital budgets, project schedules, and risk registers.
• Assists with procurement processes, including technical specifications, tender evaluations, and contract administration.
• Monitors contractor performance, project progress, and compliance with government regulations and procurement policies.

MINIMUM REQUIREMENTS AND EXPERIENCE

• Bachelor's Degree in Engineering, Construction Management, Project Management, Facilities Management, or a related field.
• Master's Degree in Project Management, Engineering Management, or related field would be considered an asset.
• Professional certifications such as PMP, PRINCE2, CAPM, or FMP would be an asset.
• Minimum 5 years' experience managing capital or infrastructure projects, two (2) of which should have been at supervisory level.
• At least two (2) years' experience developing CapEx scopes, PSIP submissions, procurement documentation, and executive reports.
• Experience with government-funded or healthcare infrastructure projects would be considered an asset.
• Consideration may be given to an equivalent combination of qualifications, training and experience.
