The incumbent will manage U.S. dollar investment portfolios, support debt issuance strategies, advise on public debt reforms, and contribute to the Banking Department’s strategic planning and financial oversight.

 

CORE FUNCTIONS:

  • Design, optimize, and manage a series of U.S. Dollar denominated duration-targeted portfolios, guided by modern portfolio strategies prioritizing capital preservation and liquidity above return. This includes presenting and defending investment decisions to the Investment Committee, and monitoring key performance indicators against statutory and policy constraints.
  • Originate, price, and market domestic government and agency securities in accordance with debt management strategies promulgated by the issuer. All offerings are to achieve price efficiency in accordance with agreed benchmarks, while supporting domestic yield curve development.
  • Employ strong market intelligence to develop, promote, and refine public debt management reforms in conjunction with the Ministry of Finance and international stakeholders.
  • Contribute to the overall management of the Banking Department and bench-strength development, to promote strategic goals and activities.

 

EDUCATION & EXPERIENCE REQUIREMENTS:

  • Master’s degree in Finance or Economics from a recognised tertiary institution.
  • CFA designation.
  • Demonstrated experience with managing fixed income portfolios under constrained safety benchmarks and liquidity conditions.
  • Strong competencies around financial modelling and portfolio optimisation.
  • Knowledge of duration targeting and portfolio rebalancing are required.
  • Understanding of the legislative process behind issuing domestic securities, able to liaise with external legal stakeholders to enact new issues, and properly identify shifts in market trends to avoid dislocations.
  • Exhibit strong financial market intelligence, mathematical prowess and the ability to calculate and interpret consumption probabilities, and understand domestic investor behavior.
  • Sound knowledge of investment and risk management techniques.
  • Working knowledge of foreign exchange markets and spot rate structures.
  • A minimum of five years’ experience in investments, finance or economics at a managerial level.
