The incumbent monitors financial market transactions, ensures compliance with international standards, audits system security, and verifies digital currency operations while maintaining robust risk controls and reporting protocols.

 

Senior Originations and Settlements Specialist

  • Monitor transaction volumes and values across financial market infrastructures (BGSD, RTGS, Sand Dollar Digital Currency) to identify trends, patterns, or anomalies that deviate from expected activity. This includes investigating, documenting, and reporting these activities to management.
  • Conduct scheduled reviews and benchmarking of financial market infrastructure policies and practices in accordance with international best practices and standards to manage and mitigate potential reputational or legal risks.
  • Monitor the central securities depository (CSD) to ensure timely settlement of public debt instruments in primary and secondary markets, including monthly interest/principal payments. Maintain CSD registry integrity via data audits.
  • Assist in creating public security issues, International Securities Identification Numbers (ISINs), and electronic auctions. Set up and verify Treasury/Agency debt instruments in the CSD for scheduled and ad-hoc transactions (public/private offers).
  • Conduct thorough checks and verification of Sand Dollar Digital Currency transactions.
  • Perform scheduled and ad-hoc audits of system access and user privileges to uphold platform security. Adjustments must follow the Bank’s user acceptance process and require management approval. Support internal/external audit exercises.

 

EDUCATION & EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in Accounting, Economics, Operations, Quantitative Methods, or a related quantitative discipline.
  • Sound knowledge of AMUCFT guidelines and practices. Certifications in compliance or risk management are a plus.
  • Working knowledge of payment systems, Principles of Financial Markets Infrastructure (PFMI), securities administration, origination, and operational risk management.
  • Strong understanding of market risk components and quantitative risk measurement in dynamic markets.
  • Sound knowledge of market modeling techniques (simulations, optimization).
  • Familiarity with banking laws, central banking (financial markets), retail payments, and securities settlement.
  • Proficiency in spreadsheet applications and MS Office suite.
  • Three (3) years of related or transferable experience.
  • Strong time management, organizational, and oral/written communication skills.
