The Image Analyst is responsible to interpret and analyse radioscopic images to detect prohibited, restricted, and dutiable items by the Customs Act and Regulation while conducting agency functions empowered by the Constitution of Jamaica.

 

Key Responsibilities

Technical/Professional Responsibilities

  • Correctly interprets and analyses projected radioscopic images from the scanner screen to identify prohibited, restricted, and dutiable items per Customs Act and Regulations.
  • Roves the Baggage Hall, using surveillance and investigative skills to observe passengers and decide which can be processed.
  • Ensures that passengers who commit breach(es) of the Customs Act are dealt with per requirements of regulations.
  • Recommends and conducts physical inspection/examination of luggage/goods for prohibited, restricted and dutiable items based on analysing the radioscopic image.
  • Maintains awareness of modern smuggling trends and concealment methods.
  • Keeps detailed records of intelligence material; records of incidents in which contraband material is identified.
  • Classifies articles, assesses and collects duty on merchandise using the Harmonized System (HS Code).
  • Detects, monitors, and prevents prohibited radioactive materials’ importation and exportation.
  • Observe operating procedures regarding external agencies’ hazardous, radioactive material handling.
  • Conducts non-intrusive secondary examination on containers at designated points to identify radioactive isotopes.
  • Relays and uploads findings/results of a non-intrusive examination to the Central Alarm System (CAS).
  • Writes reports of breaches and findings.
  • Instruct the System Operators on the final decision on non-intrusively inspected cargo.

Customer Service Responsibilities

  • Maintains customer service principles, standards, and measurements.
  • Identifies and incorporates the interests and needs of customers in business process design.
  • Ensures critical success factors are identified and meet expectations.

Other Responsibilities

  • Performs all other duties and functions required from time to time.
  • May be required to provide witness statements, attend court proceedings, and give evidence.
  • Complies with Health & Safety Policies & Procedures.

  • Expert knowledge of smuggling techniques and trends
  • Knowledge of OSHE guidelines and regulations
  • Knowledge of Radiation Safety Standards and regulations
  • Comprehensive knowledge of Customs legislation and related Acts and Regulations
  • Comprehensive knowledge of the Jamaica Customs Agency’s policies and procedures.
  • Knowledge of the Dangerous Drugs Act and Chemical and Biological Weapons.
  • Firearms Act, Proceeds of Crime Act, Exchange Control Act.
  • Knowledge of Jamaica Customs Laws and Regulations.
  • Knowledge of Financial Securities, Enforcement and Customer Service is a comprehensive knowledge of customs administration and activities.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • First Degree in a related field of study from a recognised tertiary institution
  • At least three (3) years of working experience in a Customs, Sea, Air or Regulatory Department and financial institution.
  • Specialised training in drug enforcement (both local and international).
  • Training/Experience in the use of radiation detection equipment

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Work will be conducted in various office outfitted with standard office equipment and specialised software.
  • Involves working in a fast-paced environment with on-going interactions with critical stakeholders.
  • On call 24 hours.
  • May be required to attend court proceedings periodically.
