The incumbent is responsible for overseeing hospital maintenance, managing repairs, ensuring safety compliance, supervising staff, coordinating schedules, maintaining inventory, and providing technical guidance in compliance with policies.

 

 

 

Job Purpose:

Reporting to the Parish Engineer and Maintenance Supervisor, the Maintenance Officer is a mid-level management position responsible for overseeing preventative and corrective maintenance activities at Spanish Town Hospital. This includes planning schedules, assigning tasks, managing spare parts inventory, ensuring safety compliance, and leading the maintenance team in repairs and service functions.  

 

Key Responsibilities:

Management/Administrative:  

  • Assist in developing the Operational Maintenance Plan for the hospital.  
  • Prepare Individual Work Plans in collaboration with supervisors.  
  • Ensure adherence to policies, regulations, and standards in maintenance contracts.  
  • Review and recommend payment vouchers for completed work.  
  • Provide technical advice and maintain relationships with staff and stakeholders.  
  • Prepare and submit Progress and Performance Reports.  
  • Plan, coordinate, and monitor the Maintenance Programme.  
  • Recommend adjustments to the program based on budgetary changes.  
  • Supervise minor repairs and maintenance contracts, ensuring timely completion.  
  • Assist in drafting bills of quantities and contract documents.  
  • Conduct site visits to ensure work meets specifications and deadlines.  
  • Maintain inventory controls for parts and materials.  
  • Supervise preventative maintenance on electromechanical equipment.  
  • Ensure prompt response to emergency repair calls.  
  • Schedule and document mechanical and electrical repairs.  
  • Manage the distribution of materials and spare parts.  

Human Resource Management:  

  • Manage welfare and development of direct reports through Performance Appraisals.  
  • Provide leadership via objective setting, delegation, and communication.  
  • Offer guidance through coaching, mentoring, and training.  
  • Identify and address training needs of staff.  
  • Ensure staff adherence to policies and procedures.  
  • Participate in recruitment and recommend leave or disciplinary actions.  
  • Perform other duties as assigned by the Maintenance Engineer.  

 

Reporting Relationships:

  • Reports To: Parish/Maintenance Engineer  
  • Supervises: Electro-Mechanical Technicians & Artisans  
  • Liaises With: Heads of Departments (internally); Suppliers, JPS, NWC (externally)  

 

Working Conditions:

  • Work beyond normal hours to meet deadlines.  
  • Use of heavy-duty and power equipment.  
  • Exposure to high-voltage equipment.  
  • Extended periods of standing and lifting heavy equipment.  

 

Required Knowledge, Skills, and Competencies:

  • Excellent communication, interpersonal, and organizational skills.  
  • Strong problem-solving and decision-making abilities.  
  • Knowledge of mechanical/electrical systems and diagnostic tools.  
  • Proficiency in computer applications.  
  • Understanding of maintenance standards, building codes, and disaster preparedness.  

 

Minimum Qualifications and Experience:

  • HEART Level 3 Certificate/Diploma in Electrical Installation OR  
  • Diploma/Certificate in Air Conditioning/Refrigeration OR  
  • Diploma/Certificate in Electromechanical Engineering PLUS  
  • Minimum 10 years of experience in a similar role.
