Oxygen Plant Supervisor (SOG/ST 5) – Western Child And Adolescent Hospital

JOB PURPOSE

Under the direct supervision of the Manager, Health Facilities Operations and Maintenance, the Oxygen Plant Supervisor is responsible for the maintenance, monitoring, and operational functioning of all plant machinery, equipment, and other physical assets associated with Cornwall Regional Hospital and the Western Child and Adolescent Hospital Medical Oxygen Plant. The role ensures the safe, continuous, and efficient production and supply of medical-grade oxygen in accordance with established quality, safety, and regulatory standards. 

RESPONSIBILITIES:

• Prepares and submits the annual budget, operational plan and procurement requests in support of the medical oxygen operations. 
• Manages the day-to-day operations of the plant and equipment to ensure compliance with standard operating procedures and regulatory requirements. Develops and updates standard operating procedures for plant operation and preventive maintenance. 
• Oversees the maintenance of inventory and usage records for spare parts, cylinders, and related consumables. Develops, guides and follows up on the implementation of work safety procedures and practices within the plant as it pertains to the general maintenance of the plant and in accordance with industry standards. 
• Ensures that periodic predictive, preventive and corrective maintenance of all plant, equipment, machinery, facilities and other physical assets are appropriately scheduled and accomplished and that emergency troubleshooting and maintenance support are readily available, as needed. 
• Oversees plant electrical and mechanical resources to maintain the facility and to support production efforts, as needed. Supervises and participates in the inspection, testing, calibration, and repair of oxygen plant systems and components. 
• Implements preventive and predictive maintenance strategies to reduce downtime and extend the lifespan of equipment. 
• Conducts troubleshooting and fault diagnosis to resolve operational and mechanical issues. 
• Monitors oxygen purity levels, pressure systems, and related indicators to ensure output quality meets medical-grade specifications. 
• Liaises and works closely with approved consultants, maintenance contractors, manufacturers and service providers for specialised plant servicing and certification.
• Recommends replacement or retirement of equipment based on operational data, inspection results, and cost-benefit analyses. 
• Leads the management of risks/potential problems associated with the various components/phases for the operations of the plant and provides coordinated solutions where applicable. 
• Manages processes and activities for maintaining all plant machinery, equipment and other physical assets to ensure safe, continual and efficient operation. 
• Manages and monitors oxygen plant production, refilling, manifold system and cylinder distribution. 
• Manages empty cylinders and filled cylinders storage. 
• Develops and implements operational schedules and maintenance plans to ensure optimum functionality and reliability of all plant systems. 
• Prepares and submits plant performance, maintenance, and incident reports to the Manager, Health Facilities, Operations and Maintenance within established timelines.
• Implements established policies and procedures for purchasing or requisitioning material/spare parts. 
• Ensures accurate documentation and maintains appropriate records of maintenance activities. 
• Conducts staff performance appraisals, identifies training needs, and recommends relevant capacity-building programmes. 
• Develops, coordinates and conducts training programmes for the plant operators to ensure high levels of quality and productivity. 
• Leads the orientation of new employees so that they are aware of what is expected of them and understand the organization’s culture; 
• Fosters a culture of safety, accountability, and teamwork within the plant environment.
• Ensures staff adhere to established safety and operational procedures at all times.
• Prepares and submits an individual work plan, and facilitates the review and submission of direct reports' work plans. 
• Attends and participates in meetings, capacity-building sessions and workshops.
• Performs other duties that may be assigned by the Manager, Health Facilities, Operations and Maintenance to support the operations of the Branch 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB:

• May be required to work beyond normal working hours, on shift, weekends and public holidays, especially during emergencies or maintenance shutdowns. 
• Exposure to a range of environmental conditions, including noise, vibration, and varying temperatures. 
• Will be required to wear personal protective safety gear. 
• Work is primarily conducted within an industrial and administrative environment with exposure to mechanical and electrical equipment. 
• Fast-paced work environment requiring frequent interaction with critical stakeholders and adherence to tight deadlines. 
• May be required to travel across the Regional Health Authority to attend meetings, site visits, or training sessions.

QUALIFICATION & EXPERIENCE:

• Bachelor of Science Degree in Engineering, Applied Sciences, Health Technology, or equivalent discipline 
• Training in Leadership or Management is an asset, or at least three (3) years' experience in Biomedical Engineering, Engineering, or a related technical area in the public or private sector 
• Certificate in Supervisory Management would be an asset 

OR 

• Associate of Science degree in Engineering, Applied Sciences, Health Technology or equivalent discipline 
• Five (5) years' experience in Biomedical Engineering, Engineering or a related technical area in the public or private sector

• In-depth understanding of mechanical and electrical systems in oxygen production plants or biomedical equipment. 
• Familiarity with safety and environmental standards governing medical gas production
• Ability to conduct basic troubleshooting and maintenance such as preventive/ breakdown/ predictive/corrective/ effective maintenance of compressor, refrigerant air drier, filters and drains, bacteria filter, silencers (mufflers), flow meter, different types of valves, pressure and temperature gauges, booster compressor, etc.
