The incumbent designs, plans, and manages health infrastructure construction projects, overseeing budgets, schedules, compliance, stakeholder coordination, and risk assessments to ensure quality and timely delivery.

 

JOB PURPOSE

Under the direction and management of the Senior Director, Health Infrastructure Project Management & Implementation, the Project Analyst (Engineering) is responsible for purposefully coordinating with key project stakeholders for assigned workstreams in managing the pre-planning, schedule preparation and resource forecasting for engineering and other technical activities relating to the execution of health infrastructure projects, and project delivery management.

KEY RESPONSIBILITY AREAS

  • Analyses business cases and prepares scope of works, plans and design documentation to support the effective management of infrastructural project developments;
  • Interprets development concepts, plans and designs for implementation in health infrastructure construction projects;
  • Develops and take an oversight role in the overall work scheduling for assigned project teams, ensuring project milestone dates and appliable standards are met;
  • Defines construction materials, methods and quality standards and production specifications, plans and drawings;
  • Coordinates and administers construction engineering activities to ensure that assigned health infrastructure projects are implemented in accordance with plans, designs and specifications;
  • Prepares health infrastructure construction budgets and forecasts ensuring alignment with scope of works, plans and designs;
  • Undertakes quantitative and qualitative safety, environment and quality risk assessment to ensure acceptable quality of structures and finishes;
  • Manages project controls framework including project management principles, occupational health and safety, and document & records management mechanisms;
  • Escalates project engineering issues and breaches for the attention of Senior Project Engineer for appropriate action;
  • Analyses project progress and performance reviews concerning the technical, environmental and financial components of the project, ensuring compliance with plans/scope of works/designs and reporting approaches;
  • Monitors project progress in terms of quality, timeliness and budgets including regular programme review and reporting to the Principal Director – Health Infrastructure Project Development & Management;
  • Manages assigned consultants, subcontractors & suppliers, ensuring comprehensive scope of works are prepared and included in the tender documentation;
  • Provides active professional direction in the supervisory management of works contracts by monitoring the contractors progress and effectively negotiate variations, claims and other issues;
  • Assembles and analyses risk scenarios to determine the likelihood and impact of significant events to the project engineering business processes;
  • Provides professional advice and guidance to wide range of internal and external stakeholders (such as: Strategic Planning, Public Procurement, Finance & Accounts, Clinicians, etc.) on project engineering function and processes;
  • Documents and utilizes learnings from the health infrastructure project engineering work to influence future planning and improvements;
  • Uses data collection procedures to facilitate the validation of quantitative and qualitative monitoring tools to support the project engineering functions;
  • Conducts analysis of quantitative data as well as qualitative data on all project engineering programme inputs, outputs and outcomes in MoHW and RHAs;
  • Ensures full compliance with health and safety legal requirements and procedures in respect of general project engineering;
  • Liaises with senior executives in MDAs on plans and strategies for project engineering issues to work activities and evaluation;
  • Keeps abreast of project engineering initiatives to ensure adherence to international standards and competitiveness.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Civil Engineering, Engineering, or equivalent discipline;
  • Project Management Certifications, in for example:
  • Certified Associate in Project Management (CAPM)/
  • Project Management Professional (PMP)
  • Three (3) years’ experience in managing, designing, implementing, and evaluating large and multidisciplinary projects.
