JOB PURPOSE

Under the direction and management of the Senior Project Monitoring Analyst, the Project Monitoring Analyst is responsible for monitoring and evaluation the performance/progress of major health infrastructure development projects and related activities for assigned regional health authority (RHA) ensuring accountabilities, efficiency and project success from start to finish.

KEY RESPONSIBILITY AREAS

  • Reviews and analyses business cases and prepares scope of works, plans and design documentation to support the effective management of infrastructural project developments;

  • Interprets development concepts, plans and designs for implementation in health infrastructure construction projects;
  • Develops and take an oversight role in the overall work scheduling with project teams, ensuring project milestone dates and appliable standards are met;
  • Defines construction materials, methods and quality standards and production specifications, plans and drawings;
  • Coordinates and administers construction engineering activities to ensure that assigned health infrastructure projects are implemented in accordance with plans, designs and specifications;
  • Prepares, reviews and approves health infrastructure construction budgets and forecasts ensuring alignment with scope of works, plans and designs;

  • Undertakes quantitative and qualitative safety, environment and quality risk assessment to ensure acceptable quality of structures and finishes;
  • Manages project controls framework including project management principles, occupational health and safety, and document & records management mechanisms;
  • Reviews escalations from direct reports and devise technically appropriate approaches to address engineering issues and breaches;
  • Escalates project engineering issues and breaches for the attention of Senior Project Engineer for appropriate action;
  • Analyses project progress and performance reviews concerning the technical, environmental and financial components of the project, ensuring compliance with plans/scope of works/designs and reporting approaches;
  • Monitors project progress in terms of quality, timeliness and budgets including regular programme review and reporting to the Principal Director – Health Infrastructure Project Development & Management;
  • Manages consultant, subcontractor & suppliers, ensuring comprehensive scope of works are prepared and included in the tender documentation;

  • Provides active professional direction in the supervisory management of works contracts by monitoring the contractors progress and effectively negotiate variations, claims and other issues;
  • Manages monitoring and evaluation (M&E) initiatives for assigned health infrastructure projects, including monitoring service/product quality and tracking the progress of activities;
  • Manages M&E system and process development, creating a framework and procedures for the monitoring and evaluation of assigned health infrastructure project activities;
  • Defines and implements the key project performance indicators (KPI), as well as monitor them throughout the duration of health infrastructure projects for assigned RHA;
  • Uses approved mechanisms to supports project staff on ways to properly document, organize and capture project progress and escalation protocols;
  • Escalates health infrastructure project issues and breaches for the attention of Senior Project Monitoring Analyst for appropriate action;
  • Maintains M&E tools and data collection procedures (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals);
  • Reviews and recommends ways to facilitate data collection and the flow of data within project teams;
  • Identifies strengths and weaknesses in existing data collection and management systems and propose solutions;
  • Performs site visits/inspections to verify the accuracy of reports and ensure the quality of project products/services and data collect;
  • Analyzes changes and patterns in KPI indicator data and performance reports to make recommendations to key project stakeholders;
  • Reviews and analyzes periodic reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting;
  • Documents and utilizes learnings from the health infrastructure project monitoring and evaluation work to influence M&E across the organisation;
  • Conducts reviews of monitoring and evaluation tools and practices to update and refine the monitoring and evaluation frameworks as the initiatives progress and to support high quality service delivery and improvement;
  • Advises the senior executive and other programme managers on initiatives to improve health infrastructure projects M&E capability of the organisation;
  • Produces high-quality project reports on M&E findings that support the initiatives’ priorities and further evidence-based decision making;
  • Embraces a process of continuous quality improvement, consultation and feedback to customers, in order to guarantee their needs and concerns are met;
  • Maintains health infrastructure development datasets, and actioning matters related to quality management and monitoring/evaluation;
  • Provides professional advice and guidance to wide range of internal and external stakeholders on health infrastructure development project function and processes;
  • Assembles and analyses risk scenarios to determine the likelihood and impact of significant events to the health infrastructure project business processes;
  • Keeps abreast of health infrastructure development project initiatives (especially concerning M&E) to ensure adherence to international standards and competitiveness.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Civil Engineering, Engineering, Project Management, Public/Business Administration or equivalent discipline;
  • Project Management Certifications, in for example:
  • Certified Associate in Project Management (CAPM)/
  • Project Management Professional (PMP)
  • Three (3) years’ experience in managing, designing, implementing, and evaluating large and multidisciplinary projects.
