Sr. Payment Oversight Officer, Research Department

CORE FUNCTIONS:

• Assist in the oversight of the onsite and offsite surveillance activities of domestic payment providers and payment system operators by monitoring their compliance to laws, regulations, guidelines and international best practices, analyzing on an ongoing basis all aspects of operators' performance for the purpose of assessing systemic risk.
• To assist in supervising the day-to-day operations of the Payments Unit, including supervision of data compilation and the production of reports related to the Payments System.
• Assist in coordination and production of policy briefs and papers on payment systems and financial inclusion related matters. 

EDUCATION & EXPERIENCE REQUIREMENTS:

• Bachelor's degree in Banking, Economics or Finance, from a recognized tertiary institution, plus a minimum of three (3) years relevant supervisory experience within a Ministry of Finance, central bank, central monetary authority or international agency
• Expert knowledge of the domestic and international financial sector.
• Sound knowledge of the domestic regulatory framework.
• Sound knowledge of statistical, database and spreadsheet software applications.
• Sound analytical skills Excellent oral and written communication skills.
• Sound knowledge of accepted methods of analyzing, evaluating and interpreting a wide range of financial data.
• Ability to interpret laws, rules, regulations and policies and to exercise sound and independent judgment.
• Sound reporting writing and investigation skills.
• Sound human relations skills.
