The incumbent supports portfolio management by monitoring loan performance, preparing reports and analyses, coordinating supervision plans, providing technical training, and ensuring alignment with strategic goals and donor requirements.

 

About this job

We are seeking a Senior Operations Associate/Analyst to perform a wide range of operational functions, including: (i) monitoring portfolio execution and performance; (ii) ensuring the quality and following up on the preparation of the Technical Cooperation (TC) and Loan programs; (iii) preparing portfolio reports and supporting the dissemination of strategic information; and (iv) ensuring the integration of best practices into country operations and strategies. Additionally, support is required in preparing and monitoring the Representation's work program and analyzing operational documents.

You will work in the Dominican Republic Representation, which is part of the Central America, Haiti, Mexico, Panama and Dominican Republic Country Department (CID), which is responsible for leading the strategic dialogue and programming in these countries for the IDB Group.

 

This is what you will do

  • Support in defining the work program, goals and indicators of the Representation in operational and portfolio matters, and monitor its compliance.
  • Review and provide feedback on structures and implementation mechanisms during project design.
  • Analyze, monitor and prepare periodic reports on the execution and performance of the loan portfolio, alerting about risks and raising recommendations.
  • Prepare presentations on the status of the portfolio under review, raise critical issues for agreements with the Government, and provide feedback to the Front Office.
  • Prepare portfolio review reports (5x1) and follow up on agreements reached.
  • Participate in the formulation of the Country Programme Document, providing portfolio data, Strategy progress and transaction records, ensuring alignment with the CRF. Prepare databases and input them into Convergence.
  • Support in the preparation of briefings with input on portfolio, critical and operational issues for internal use and visits from authorities and donors.
  • Perform simulations of disbursement projections and the Performance Indicator (PPI) for resource allocation.
  • Review and follow up on requests for extension of operating deadlines.
  • Contribute to the review of loan proposals, CT documents, and final reports (PCRs) in eligibility and quality committees.
  • Coordinate supervision plans with the team, review sector plans, and develop templates for monitoring and reporting to the Head of Operations.
  • Monitor and update budgets managed by the Representation (C&D and Transactional).
  • Support in the execution of Technical Cooperation projects, preparing terms of reference and reviewing delivered products.
  • Prepare and coordinate staff meetings and operational plans.
  • Coordinate actions between Headquarters and Representation to ensure effective execution of the work plan.
  • To be a focal point for cross-cutting initiatives, ensuring results and impact with input from the Head of Operations.
  • To train Implementing Agencies in results-based management, risk management, plan updates, financial management and disbursement requests, in accordance with IDB policies and contracts.
  • Monitor compliance with indicators using integrated management and monitoring tools to achieve impact on Development Goals.
  • Support coordination with Team Leader and Procurement Specialist in monitoring procurement plans and disbursement projections.
  • Manage in IDB systems: eligibility for disbursements, contractual clauses, forecasts, execution of advances and extensions of deadlines.

 

This is what you need

  • Education: Master's degree in Economics, Engineering, Business Administration, or other fields related to the responsibilities of the position. Specialization in Project Management, PMI certifications, or equivalent are desirable.
  • Experience: At least 3 years of progressive experience in project management. Experience managing projects in the public sector with local or international funding will be valued, as well as knowledge of national procurement regulations and policies, and preferably those of Multilateral Financial Institutions or Bilateral Cooperation Agencies.
  • Languages: Fluency in Spanish and English, both spoken and written, is required. Additional knowledge of French and Portuguese is preferred.

Requirements

  • Citizenship:  You are a citizen of the Dominican Republic or have legal residence or permission to work in the Dominican Republic.
  • Consanguinity: You do not have any family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest or IDB Lab.
  • Type of contract and duration
  • Contract for national civil servants, initially 36 months, renewable by mutual agreement.
