The incumbent manages technical execution, resource allocation, administrative compliance, team performance, and strategic partnerships to ensure project objectives and targets are fully met.

 

Key Responsibilities:

Technique

  • Ensure the conduct of activities in compliance with the technical standards defined by the National Office, namely: the Logical Framework, the DIP, the ITT, the budget, the project management standards.
  • Coordinate the preparation of detailed annual plans, the planning of key program activities and their execution in accordance with the action plan, ITT and budget approved by the Support Office.
  • The activities planned in the ITT meet the technical criteria (impact-oriented), are executed on time and completed 100%.
  • The monthly, quarterly targets and the final evaluation reach a minimum of 95%.
  • An annual planning meeting, weekly, monthly and quarterly meetings are conducted (with supporting report) to assess the integration of activities, progress and decision-making as appropriate.

Managerial

  • Monitor the proper use, sound and transparent management of resources in order to guarantee the achievement of objectives, the reliability and quality of technical and financial reports according to the standards and principles of the institution.
  • To establish an effective coordination, management and supervision system leading to the existence of a strong, effective and efficient team. 
  • Ensure the implementation and compliance by staff of financial, administrative and logistical procedures.
  • Ensure the implementation of World Vision's performance management system in compliance with established norms, standards and schedules.
  • Actively participate in the recruitment and orientation process for project staff.
  • To help undertake capacity building of the various groups involved in the projects, including project management committees, targeting committees and local authorities to serve families in a humanitarian emergency situation.
  • Conduct an analysis of cash distribution, community activities, and nutrition in the communities
  • Coordinate and supervise project activities;
  • Ensure that project documentation is prepared, including weekly and monthly project reports on the project's implementation status, in accordance with World Vision requirements.
  • Conduct regular development inspections, highlighting potential areas of concern
  • Assist the project manager in liaising with the finance and grants team via the project manager to track project expenditures.
  • Review financial reports and process associated expense requests in a timely manner.

Networking and Advocacy

  • Ensure that advocacy and behaviour change activities conducted at the project level impact the lives of the most vulnerable.
  • Develop and maintain strategic partnerships to ensure better use of resources.                       
  • A system for tracking and controlling equipment and fuel usage is in place, monitored and used for decision-making.
  • 100% of purchases are made according to the established schedule, in accordance with procedures, goods are registered and managed according to the asset management policy and in compliance with safety standards.
  • Performance evaluation (semi-annual and annual) is conducted for 100% of project employees, constructive feedback, a coaching plan developed and monitored, administrative decisions taken (as needed).
  • All indicators of organizational culture are communicated, applied, monitored, and inform managerial decisions.
  • Purchasing plans and budgets are executed 100%, within the allotted time and in compliance with standards and procedures
  • Ensure that the project's burn rate is managed appropriately and that activities are implemented on time
  • # of relevant partnerships established and MOUs signed.
  • # of activities conducted with the active participation of beneficiaries, local authorities, committee members.

Monitoring, evaluation, reporting

  • Ensure the proper functioning of an effective monitoring and evaluation system in data collection, regular monitoring of information, documentation of results demonstrating effects and a significant impact on the most vulnerable (according to the WV technical definition).
  • # of monitoring and supervision visits conducted (with supporting report) to ensure that the results of the activities stated in the reports are properly verified, and that they agree with the field visit reports and other supporting documents.
  • 100% of reports are submitted in compliance with the norms and standards of the landlord and the support office (impact-oriented content, success story, photos).
  • At least two innovations, two best practices, two lessons learned are identified monthly and implemented.
  • A community monitoring and accountability system exists, produces honest feedback and facilitates ownership of activities by local stakeholders.

 

Required Professional Experience

  • University degree in business administration, development studies or any other related field.
  • Solid background in cash transfer and project management
  • At least 3 years of experience in implementing food and nutrition security projects or projects funded by international donors.
  • Having experience working with local authorities
  • Good organizational, management and planning skills; respects deadlines and is able to handle a heavy workload;
  • Excellent ability to communicate and to build and maintain relationships.
  • Excellent ability and knowledge in staff capacity management and development.
  • Having the ability to work under pressure and manage emergency situations according to the organization's mission.
  • Ability to work in a team and to act as a coach and mentor to team members.
  • Comply with World Vision's Child Protection, Safeguarding, and all other policies and procedures.

 

Required Education, training, license, registration, and certification

  • Bachelor's degree in Management, Bachelor's degree in Development Sciences or Community Development

 

Preferred Knowledge and Qualifications

  • At least 3 years of experience working with NGOs in food and nutrition security programs ;
  • Experience working in an isolated environment and ability to live in a community;
  • Experience in conflict management;
  • Solid knowledge of SAME project management;
  • Strong project management skills

 

Travel and/or Work Environment Requirement

  • based in the field with 90% travel involved
