Key Responsibilities:
Ensure the planning, supervision and technical compliance of all WASH (water, hygiene and sanitation) interventions and infrastructure implemented by World Vision, in accordance with institutional, national (Haiti) and donor standards.
- Ensure compliance with World Vision's WASH standards, donors' standards and the Haitian Government's technical standards.
- Support the establishment and operation of water management committees at the community and school level, in collaboration with the relevant public institutions.
- Prepare, compile and review tender documents according to transparent, fair procedures and in compliance with World Vision policies.
- To directly supervise the construction, rehabilitation and operation of WASH infrastructure at project sites.
- Develop, adapt and revise hygiene promotion tools and materials.
- Ensure the implementation and supervision of hygiene promotion activities in partner schools.
- To monitor the compliance of work carried out by construction firms with national technical and regulatory standards.
- Ensure the effective integration of WASH activities with the other sectors and pillars of World Vision International Haiti's strategy.
Contribute to the monitoring and documentation of the project
- Develop, adapt and implement, jointly with the WASH Data Officer, monitoring and data collection tools to periodically monitor the progress of WASH activities, in accordance with work plans, indicators and implementation standards.
- Ensure consistency between technical field data, monitoring information and results reported in the mWater monitoring system.
- Carry out regular technical checks of construction and rehabilitation work in order to assess its compliance with quality, safety and durability standards.
- Identify, document and analyze any deviations, risks or technical problems related to the work, and report them in a timely manner to the Project Manager.
- Provide documented technical recommendations to the Project Manager to improve the quality, compliance and performance of WASH interventions.
- Contribute to the production and validation of technical and monitoring documentation (reports, checklists, georeferenced photos, acceptance reports).
To ensure effective coordination and active technical representation of World Vision International Haiti with public institutions, NGOs, WASH coordination mechanisms and community partners, in order to strengthen the coherence, visibility and impact of WASH interventions.
- Provide technical liaison with Government offices and partner organizations to present, discuss and align strategies, approaches and issues related to WVI-Haiti's WASH programs.
- Actively participate in WASH coordination meetings at the departmental and regional level (clusters, technical groups, sectoral platforms).
- Maintain and strengthen the visibility and credibility of World Vision within regional clusters and coordination mechanisms.
- Develop and maintain strong working relationships with local partners, including authorities, NGOs, community organizations and school structures.
- Participate in meetings with Community Action Groups (CAGs) to ensure community ownership and monitoring of WASH interventions.
- Ensure, in collaboration with the WASH Data Officer, the regular updating and quality of data relating to WASH infrastructures in the mWater system.
Ensure regular reporting, effective communication and compliance with institutional policies to guarantee transparency, accountability, compliance and proactive management of risks related to the implementation of WASH projects.
- Prepare and submit monthly reports highlighting progress made, constraints encountered and corrective measures related to the implementation of WASH projects.
- Produce and submit quarterly, semi-annual and annual reports incorporating technical data, results achieved, lessons learned and success stories, in accordance with the requirements of World Vision and donors.
- Contribute to the production of sector reports related to Child Survival activities in the municipalities under its responsibility, in coordination with the teams concerned.
- Ensure regular and clear communication with teams, partners and management through coordination and follow-up meetings.
- Report immediately and appropriately to management any security incident, threat or situation that may affect the implementation of projects.
- Ensure compliance with World Vision policies, the Code of Conduct and operational standards, and report any violations with the proposal and implementation of appropriate corrective measures.
Ensure effective and compliant management of project assets, fluid communication with management and proactive coordination with support teams, in order to guarantee compliance, operational efficiency and the reduction of audit risks.
- Ensure the efficient and responsible management of project assets (vehicles, equipment, resources and infrastructure) in accordance with World Vision policies and procedures.
- Regularly inform the Project Manager of operational difficulties encountered and coordinate, in conjunction with regional and national teams, the required technical, logistical or administrative support.
- Ensure strict adherence to standards, procedures and internal controls to prevent non-conformities and audit findings.
- Maintain clear, regular and constructive communication between project team members, management and support teams.
Required Professional Experience
- Minimum 2 to 5 years of professional experience in the implementation of WASH (water, sanitation and hygiene) projects within NGOs, humanitarian agencies, public institutions or the private sector.
- Proven experience in WASH project management , including planning, implementation, monitoring and reporting of activities and infrastructure.
- Practical experience in supervising WASH infrastructure works , including procurement, monitoring of service providers, quality control and compliance with technical standards.
- Experience in using monitoring and data collection systems (e.g. mWater or similar tools) to support monitoring and reporting.
- Experience working directly with communities, local authorities and technical partners , promoting coordination, community ownership and sustainability of interventions.
- Field experience in rural areas, fragile or humanitarian contexts is highly valued.
Required Education, training, license, registration, and certification
- University degree (minimum Bachelor's degree) in civil engineering, hydraulic engineering, sanitary engineering, rural engineering, environmental engineering or any other relevant technical field related to WASH.
- A Master's degree in a related field is an asset.
- Certified training on international WASH standards (Sphere Standards, WHO standards, Cluster WASH).
- Training in project management (project cycle, planning, monitoring and reporting) is appreciated.

Preferred Knowledge and Qualifications
- Solid knowledge of drinking water supply systems, including drilling, collection, pumping, storage and distribution.
- Good command of sanitation solutions: improved latrines, septic tanks, drainage systems and sludge management.
- Mastery or good knowledge of international and national WASH standards (SPHERE, WHO/OMS, national standards).
- Advanced knowledge of water quality, including treatment, chlorination, control and monitoring.
- Demonstrated ability to design, supervise, evaluate and accept WASH infrastructures, ensuring their quality, safety and sustainability.
- Knowledge of WASH approaches in emergency situations (rapid response, fragile contexts) and in medium and long-term development contexts.
- Ability to integrate gender, protection, inclusion and accountability principles into the design and implementation of WASH projects.

- Fluency in Creole and French is required; English is a major asset.
