Livelihood Officer

Key Responsibilities:

• Working with state and community partners to lead the design of food security and food livelihoods through innovative and appropriate interventions, which strengthen the program's capacity to deliver programmatic objectives with those of the office's national strategy.
• The project's objectives are contextualized within community structures.
• All stakeholders are regularly informed of the project's achievements and objectives.
• Working with Cluster Managers and other technical staff within the cluster to ensure the integration of the WV livelihoods approach (women's economic leadership, market power, and adaptation and risk reduction) into partner programs and portfolios. This will notably support the development of
• program plans, project proposals and project monitoring and evaluation opinions.
• Good working relationships and project integration with cluster managers and regional programs
• Evaluation results rated green
• Good designs for community projects
• Supporting the development of mechanisms and tools that facilitate staff and partners to document lessons learned and good practice models of our livelihoods and share these good practices.
• Organize quarterly review meetings for partners and communities at project sites to reflect on approaches, tools, impact of interventions, best practices, exit strategies and sustainability of programs/projects, as well as to create spaces and opportunities for action learning and debate
• Capacity building in S4T methodologies for staff
• Increase in the number of S4T groups in communities
• Increased complementary activities within the community, for example soil retention, stone lines and disaster management for communities
• Learning materials derived from sharing with communities and stakeholders.
• Corrective measures must be applied regularly.
• Identify, enroll and train mutual aid societies while ensuring they are operational.
• Ensures/Participates in the implementation and training of community members on the Savings Groups/S4T approach, its general operating principles and its character as a medium and long-term resilience tool for communities.
• Identify and design interventions that link the restoration of essential services with livelihood opportunities for community stability
• Oversee species and other market-based modalities to achieve project objectives
• Development of a market monitoring tool during project implementation
• Target groups are set up and are functional.
• The members of the groups fully understand the roles, responsibilities, rights and duties of each of the parties involved (World Vision, neighborhoods, members of the Savings Groups Management Committee), and operate in accordance with these principles.
• Women's groups and associations are supported in the identification, development and management of micro-projects related to their needs/Selection, planning and management of income-generating activities.
• The technical and financial capacity of members who own small businesses is strengthened (basic accounting, purchase price, selling price, profit, journal, investment fund)
• Training sessions are being organized for women who practice saving or have access to credit in Haiti.
• Prepare and submit comprehensive monthly progress reports, as well as specific activity reports and any other reports, if necessary, to their supervisor as soon as possible.
• Quality reports, which include progress statistics, are communicated regularly to supervisors.
• Mobilize project agents in the field to organize training in the mastery of know-how and commercial skills of targeted beneficiary groups and to strengthen their capacities through mentoring and support.
• Mobilizes and guides farmers to form savings and development groups/clusters, i.e., to establish the management structure, constitutions, statutes, registration with the community development office.
• Support for monitoring seed distribution and provision of results and yield analyses
• Creation and support of small businesses through innovative added value
• Good capacity building for staff in complementary activities including income-generating activities, S4T, etc.
• Represent the project at the meetings of the working group on food security and livelihoods
• Strengthening technical capacities with other partners in the same sectors

Competencies

• Proficiency in Microsoft Office (Word, Excel) and understanding of Information Systems (MIS).
• Proficiency in Creole, proficiency in written and spoken French
• Knowledge of English is desirable but not required
• Good ability to present technical content in French and Creole; didactic skills, clarity, and patience.
• Good knowledge of local stakeholders
• Good analysis of training needs
• Good follow-up of the training work carried out and its suitability to local needs;
• Excellent writing skills
• Monitoring of project activities quantitatively and qualitatively;

Qualifications

• Minimum: Have at least a bachelor's degree or engineering degree in agronomy, agricultural economics or nutrition.
• At least 3 years of experience in the implementation of multi-sectoral projects and community development.
• Engineering degree in agronomy, agricultural economics or food science and technology.
• Based in the field with 40% travel to the National Office for coordination arrangements

Language Requirements

• French/Creole and English is an added advantage
