The incumbent establishes and tests financial systems to capture accounts, manages cash flows and payroll in compliance with regulations, and oversees budget preparation and expenditure control to ensure adherence to budgetary limits.

 

Job Purpose

The incumbent is responsible for the preparation and control of the Commission’s budget. He/she also manages payroll administration and provides direction and guidance in accordance with the Financial Administration and Audit Act, the Public Bodies Management and Accountability Act and other relevant Government Accounting Regulations.

 

Responsibilities include, but are not limited to:

  • Ensuring that proper systems and procedures are in place to accurately capture all accounts payable, accounts receivable and income in the correct period to which they relate;
  • Reviewing operations to ensure the effectiveness and efficiency of the system and procedures in identifying, measuring and capturing all accounts payable and accounts receivable and income within the period to which they relate;
  • Conducting tests to ensure that all accounts payable, accounts receivable are being accurately captured and brought to account within the period to which they relate;
  • Ensuring that proper systems and procedures are in place for the accurate and timely payments of accounts payable, payroll and other payments; and that such payments are made in accordance with the Financial Administration and Audit Act, its regulations and instructions;
  • Ensuring that expenditure budget and cash flows are prepared in line with the Ministry of Finance’s guidelines as well as in accordance with the Commission’s strategic plan, policy priorities and resource availability:
  • Submitting draft budget estimates to the Principal Finance Officer, ensuring that they conform with prescribed guidelines and that there is adequate time for review and approval;
  • Maintaining control over the level of expenditure, ensuring that expenditures are kept within budgetary limits;
  • Implementing and operating an effective cash management system;
  • Ensuring that expenditure against approved budget is met from warrant allocation.

 

Minimum Required Qualifications and Experience

  • ACCA level 2 certification or equivalent in Accounting/Management Professional Qualification plus at least two (2) years’ experience in government accounting; or
  • BSc in Accounting or Management Studies or Business Administration; plus at least five (5) years’ experience in government accounting; or
  • ASc in Accounting or Business Administration from a recognized institution plus at least five (5) years’ experience in government accounting.
