The Manager provides technical guidance and oversees daily laboratory operations, managing staff, equipment, and workflows to ensure high-quality, regulatory-compliant sequencing services.

 

JOB PURPOSE

Under the direction of the Director, National Genomic Sequencing Facility, the Manager, Genomic Sequencing Facility is required to give technical guidance to the National Genomic Sequencing Facility (NGSF). The incumbent is responsible for coordinating the technical activities of the facility and is accountable for the adequacy, delivery and efficiency of high-quality laboratory service in accordance with the Ministry's objectives.

The Manager is responsible for overseeing the daily operations of the sequencing laboratory, ensuring the smooth and efficient execution of sequencing workflows. This includes managing laboratory staff, maintaining sequencing equipment, ensuring data quality, overseeing laboratory safety, and ensuring compliance with regulatory standards. The Manager plays a key role in supporting research, clinical, or commercial sequencing projects, collaborating with interdisciplinary teams to deliver high-quality results while optimizing processes and resources.

  • Sequencing Laboratory technical standards, policies, systems and programmes developed, approved and implemented
  • Standard Operation Procedures developed in accordance with best practices and guidelines
  • Suitable Lab information system selected and implemented
  • Prepares monthly management report on activities undertaken
  • Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate
  • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff
  • Staff Performance Appraisal conducted

 

KEY RESPONSIBILITY AREAS

Management/Administrative Responsibilities

  • Participates in the Facility's Operational Plans
  • Provides strategic leadership to the technical team to ensure quality standards are met, effective use of resources, effective and efficient delivery of service and enhanced professionalism.
  • Prepares monthly, quarterly, annual and special reports
  • Participates in discussions with relevant local and international organizations in the development of sequencing methodologies to manage new and emerging pathogens
  • Participates in organization's research and operational priorities
  • Ensures Laboratory's compliance with regulatory standards for Quality and Safety

  • Establishes and maintains linkages with similar international organizations to keep abreast of external trends in Genomic Sequencing Technology that may improve the National Genomic Sequencing Facility.

Technical Responsibilities

  • Coordinates Laboratory procedures at the National Genomic Sequencing Facility
  • Directs staff engaged in genomic sequencing and analyzing sequencing data
  • Prepares annual, monthly and special reports or data required by Directors
  • Provides technical advice and recommendations to the Ministry of Health, Regional Health Authorities on matters pertaining to genomic sequencing
  • Consults with training institutions for the coordination of genomic sequencing related training
  • Designs algorithms and workflow for current and new testing modalities
  • Designs and conducts in-service training programmes for staff in the use of Sequencing and Bioinformatics technologies
  • Assists with bioinformatics analysis
  • Research technologies for Genomic Sequencing
  • Improves technology and ensures the availability of efficient and current applications for sequencing
  • Evaluates government programmes and collaborates with ministries that might benefit from NGSF services

 

PERFORMANCE STANDARDS

  • Sequencing Laboratory technical standards, policies, systems and programmes developed, approved and implemented within agreed timeframe
  • Standard Operation Procedures developed in accordance with best practices and guidelines within agreed timeframe
  • Suitable Lab information system selected and implemented within agreed timeframe
  • Prepares monthly management report on activities undertaken
  • Annual/Quarterly/Monthly performance reports are prepared in accordance with agreed format, are accurate and submitted on time Individual work plans developed
  • Individual work plan developed in alignment with the Operational Plan of the Department

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • A Doctoral Degree in a Molecular Microbiology/ Clinical Microbiology/ Genomics Sciences/ Molecular Biology/ Biomedical or Bioinformatics/ Public Health with Genomic Surveillance or related field
  • Eight (8) years' clinical laboratory experience with at least four (4) in a supervisory position.
  • Extensive knowledge and training in Molecular Microbiology or PCR technology and Bioinformatics
  • Training with certification in Management

OR

  • A Master's Degree in a Molecular Microbiology/ Clinical Microbiology/ Genomics Sciences/ Molecular Biology/ Biomedical or Bioinformatics/ Public Health with Genomic Surveillance or related field
  • Ten (10) years clinical laboratory experience with at least four (4) in a supervisory position.
  • Extensive knowledge and training in Molecular Microbiology or PCR technology and Bioinformatics
  • Training with certification in Management
